St. Tammany Parish Government (Parish) through the Department of Utilities (DOU) currently provides water and sewer services to customers along the eastern border of the unincorporated area of the Parish, attached hereto is a map of the area (Attachment H). DOU currently has approximately 2,597 water utility meters that require monthly manual readings. Please note that this includes an additional 211 meters located adjacent to the existing contracted area. The purpose of this Request for Proposal (RFP) is to obtain proposals from qualified Proposers who are interested in providing Utility Meter Reading Services for St. Tammany Parish Department of Utilities in the eastern region of the Parish. Submittal of a proposal does not create any right or expectation to a contract with the Parish. Payment will be based on the actual number of meters read. Parish will perform re-reads asneeded unless missed reads are detected on more than five (5%) percent of any route. If more than five (5%) percent of meters in any route are missed, the Parish will notify the Provider and Provider shall provide personnel to perform re-reads on missed meters. Each Proposal must be sealed. The outside of the envelope, box or package should be marked with the Proposer's Name and Address, the Proposal Name, the RFP #, and the Proposal Opening Date. The successful Respondent must supply St. Tammany Parish Government with all required documentation as specified in the RFP documents. Said Respondent must also be in Good Standing and licensed to do business in the State of Louisiana. A notice of intent to renew would be issued in writing by the Parish Issuance of this RFP in no way constitutes a commitment by the Parish to award a contract. The Parish reserves the right to accept or reject any or all proposals submitted or to cancel this RFP if it is in the best interest of the Parish to do so
