Sources Sought Number: W9127822R0031 Solicitation Number: W9127822R0031 Classification: Z1DA (Maintenance of Hospitals and Infirmaries) NACIS: 236220 Location/Area: Operation & Maintenance (O&M) and Repair, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) in Support of Defense Health Agency (DHA), East of the Mississippi Subject: East of the Mississippi Regional O&M IDIQ MATOCs in Support of DHA Sources Sought Notice / Market Research for information on capability and availability of potential contractors interested in proposing on Firm-Fixed-Price contracts to provide operations and maintenance with incidental repair and minor construction in support of DHA Medical Facilities in East of the Mississippi Region of the United States of America. The Mobile Regional Contracting Center proposes to utilize a diverse mix of contractors via Multiple Award Task Order Contracts (MATOCs). A determination regarding the potential small business reserves will be based on the information and interest received as a result of this notice. The intent of the contract is to perform plant operations, preventive maintenance, predictive maintenance, and repair of real property installed equipment (RPIE), facilities, and supporting facilities in a continuous and satisfactory manner on a 24-hour basis, 7 days per week. Work will vary from site to site and will require extensive knowledge of the functional operation of medical facilities, including equipment, facility support systems, and building structures. Since the facilities will typically be in full operation, the contractor will be required to minimize interference with the daily operation of the facilities and will be required to implement infection control processes and to comply with Joint Commission requirements for construction work in occupied medical facilities. Certain facilities may require compliance with American Association for Accreditation of Laboratory Animal Care (AAALAC). Work may range from reconfiguration of a single room or repair of a single utility system component to renovation of a hospital wing to include both repair of failed and failing systems and components, and minor construction of new systems and components. Key personnel, to include on-site supervisors, are required to hold an American Society of Healthcare Engineering construction certificate. For the purpose of this procurement an active medical facility is defined as a full functional facility with patients. The following are the places of performance for the subject requirement: o East of the Mississippi MATOC, states for this region States of Connecticut, Delaware, Illinois, Indiana, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Wisconsin, and Washington DC, Alabama, Florida, Georgia, Kentucky Missouri, Mississippi, North Carolina, South Carolina, Tennessee, and Caribbean US territories The anticipated period of performance is a five year ordering period The Performance Work Statement includes the following: The contract performance work statement will include, but is not limited to, some or all the following types of work: The contractor shall be dedicated to full time operations and maintenance of the facilities, and the Contractor is expected to provide supervision, labor, materials, and equipment to operate and maintain the facilities systems and utilities infrastructure including recurring scheduled Preventive Maintenance (PM); Predictive Preventive Maintenance (PdM); Corrective Maintenance (CM); Service Orders (SOs); Unscheduled Maintenance, Emergency maintenance of all facility systems and components, and minor construction incidental to the O&M mission may also be required. Services include but are not limited to general and specialized Heating Ventilation and Air Conditioning (HVAC) systems; electrical lighting systems; production and generation of high and low voltage electrical systems; fire detection, annunciation, notification and suppression systems; security cameras, sensory detection, and infant abduction systems; plumbing supply, drain, waste and vents; medical gas supply and waste systems; facility interior and exterior finishes; wayfinding signage; support nutritional medicine equipment; Regulatory Compliance items (e.g., The Joint Commission, installation, state, and federal codes and statutes). All code required testing or certifications shall be the contractor's responsibility. Work will vary from site to site and will require extensive knowledge of the functional operation relating to the efficient use of the facility, equipment, facility support systems, and building structures. Since the facilities will be in full operation, the contractor will be required to minimize interference with the daily operation of the MTFs and will be required to implement infection control processes. Joint Commission Environment of Care requirements and other applicable requirements must be met, including maintenance of records of preventive maintenance on all critical systems and compliance with/ implementation of the facility's Utilities Management Plan. The Contractor shall be responsible for verifying all existing conditions, quantities, measurements, and distances, as they are only used in the Statement of Work for the estimation of the Scope of Work. The government is responsible for identifying the facility or location of work and shall not be held responsible for other inaccuracies. All these special requirements combine to create a demanding work environment for contractors, where the contractors must be willing to take on the risk performing work that may impact patient health and safety and may even expose their own workers to toxins or infectious diseases. This necessitates measures such as increased liability insurance, special immunizations for workers in certain facilities or areas of facilities, additional worker training in the use of specialized personal protective equipment, etc. This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice. This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, 8(a), HUBZone, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, the small business standard for which is a concern, including its affiliates whose average annual gross revenues does not exceed $39.5 million. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on the first page of submission. Offeror's bonding capability (construction bonding level per contract/project and aggregate construction bonding level, both expressed in dollars). 3. Documentation should be submitted with the following considerations: a. Describe your capability and experience to provide services for maintenance and repair of preventive, predictive, demand, and emergency maintenance of all facility systems and components including architectural, mechanical, electrical, and instrumentation. Minor construction and repairs incidental to the O&M mission is required. b. Capability to meet the Joint Commission requirements at military installations. c. Capability to perform in the East of the Mississippi Region. The following shall be included for project information: d. No more than five (5) projects that are at least 50% complete within the past five (5) years that demonstrate capability based on the criteria listed above in section 3. e. Project information is not to exceed 1 page, should include title, location, general description, dollar value, and agency/Government entity. f. Submitted projects should be between $10,000,000 to $50,000,000.00. g. Project information should describe if the project was on a military installation, nonmilitary, or non-DoD federal agency. The above requested information shall not exceed a total of eight (8) pages on 8.5" x 11" paper, 12-point Times New Roman font, with a minimum of one (1) inch margins all around. Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 8 November 2022, 2:00 p.m. CST. Responses received after this date and time may not be reviewed.
