Site work and paving for a civil project in Gloucester City, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications. Estimated quantities of the major items of work are summarized as follows: Estimated Item Quantity Base Bid Utility Replacement 1. Mobilization 1 LS 2. Mill In-Place, Variable Depth 1,930 SY 3. 2" HMA 9.5M64 Surface Course 1,310 SY 4. Topsoil and Seeding, 4" Thick 1,500 SY 5. Allowance for Fuel Price Adjustment, If Needed 1 LS 6. Allowance for Asphalt Price Adjustment For Hot Mix Asphalt, If Needed 1 LS Plans, Specifications, and forms of bid for the proposed work prepared by Pennoni Associates, Township Engineer, and approved by Gloucester City have been filed in the office of said ENGINEER, at 515 Grove Street, Suite 1B, Haddon Heights, New Jersey 08035, and may be inspected by prospective bidders during regular business hours. Bid specifications and plans for this project can be reviewed prior to the bid opening day as follows: Pennoni Associates, Inc 515 Grove Street, Suite 1B Haddon Heights, NJ 9:00 am to 4:00 pm Monday through Friday NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. Bids must be made on the standard Proposal form in the manner designated therein providing three (3) complete bid document packets and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, "Johnson Park Jogging Trail Reconstruction", addressed to the City of Gloucester, 512 Monmouth Street, Gloucester City, NJ 08030 and must be accompanied by a Non-Collusion Affidavit, Consent of Surety, Certified Check, Bid Bond or Cashier's Check drawn to the order of the City of Gloucester for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond. Bidders are required to comply with the requirements of P.L. 1963, Chapter 150 (Prevailing Wage), P.L. 1975, Chapter 127 (Affirmative Action), and P.L. 1977, Chapter 33 requiring corporate bidders to submit the names and addresses of stockholders owning ten percent (10%) or more of their stock, or partnership owning a ten percent (10%) or greater interest in the partnership. Bidders are required to comply with the subcontractor identification requirements of Local Public Contract Law (40A:11-16). The contractor will be required to pay the appropriate prevailing wage rate for each classification of labor including appropriate fringe benefits in accordance with the statutes of the State of New Jersey. The higher of either State or Federal wages and fringe benefits for each classification will be obtained from the wage rate determinations applicable at the time of contract signing. The successful bidder will be required to comply with all provisions of Executive Order 11246 of September 24, 1965, and all of the rules, regulations, and relevant orders of the Secretary of Labor. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders, who, in the judgment of the City of Gloucester makes the most advantageous bid and to waive such informalities as may be permitted by law. The successful bidder will be required to furnish a Performance Bond and a Payment Bond acceptable to the City of Gloucester, in the amount of one hundred percent (100%) of the contract, in conformity with the requirements of the Contract Documents. The successful bidder will be required, upon final payment, to furnish a General Maintenance Bond acceptable to the City of Gloucester, in conformity with the requirements of the Contract Documents. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. The right is reserved to reject any and all bids or to waive informality in the bidding if it is in the interest of the City of Gloucester to do so. Disadvantaged Business Enterprise (DBE) firms are encouraged to submit bids for this work. All bidders are encouraged to make reasonable efforts to utilize DBE firms. All contractors including subcontractors to be registered in the Federal Government's system for Awards Management (SAM) before or during the bid process and before awarding contracts. The SAM registrant must authorize the entity's non-sensitive information to be displayed in SAM public search results. Search results must show there are no exclusions to receive an award.
