The City of Detroit, a Michigan municipal corporation, acting by and through its Water and Sewerage Department ("DWSD"), is issuing this Request for Proposals (RFP) for condition assessment services from qualified firms or project teams to provide labor, designated materials, tools, equipment, apparatus, incidental services and transportation required to complete condition assessments including hydrant functionality testing, hydrant flow testing, C-Factor testing, valve inspection and exercising, water main leak detection, and GPS Structure Documentation of valves, hydrants, sewer manholes and catch-basins. The Scope of Work will be performed in two phases: Phase 1 Hydrant functionality testing Valve exercising Leak detection GPS Structure Documentation Phase 2 C-Factor testing Hydrant flow testing Follow-up leak detection of assets identified for repair in Phase 1 and subsequently repaired by DWSD. It is anticipated that Phase 2 will begin three months following the completion of Phase 1. This duration may be greater than three months pending the completion date of Phase 1 and the winter shutdown from the second week of November to the third week of April. The entire Scope of Work must be completed during the 2023 construction season. The services shall be provided in the Michigan-Martin, Joy- Schaefer, Greenfield-Grand River, Harmony Village, Davison-Schoolcraft, Moross-Morang, And Grandmont#1 neighborhoods located in the City of Detroit, Michigan. The project will include evaluation and data collection as identified in more detail in the Scope of Work and specifications of certain identified water main, valves and hydrants within the City of Detroit.
