RFQ - Professional Engineering Services. The Town of Farmington's Planning and Community Development Department is seeking a qualified engineering firm to provide third party review engineering services on an as needed basis. The Town's Planning Department provides plan review services; however, consultant support is sometimes needed for large and/or complex projects in which staff does not have the resources or ability to process in a timely and efficient manner. Respondents may be a single firm or a team of consultants specializing in civil and environmental engineering with an identified prime consultant; however, must be qualified to provide peer review and construction administration services in all such disciplines as listed. Consultant selection shall be valid for three (3) years from which independent task assignment contracts can be negotiated and executed. The selection process will be qualifications-based. Request for clarification relative to the contents of the RFQ may be emailed to Kyle Pimental, Planning and Community Development Director at kpimental@strafford.org. A Letter of Interest shall be submitted in the format outlined below. One (1) original and one (1) electronic copy on a thumb drive shall be provided in a sealed package labeled "Letter of Interest for Professional Engineering Services". The LOI shall be stapled or bound, no loose papers shall be included. Cost information must not be included in any part of the LOI. It is the intent of this Request for Qualifications (RFQ) to select a firm with expertise in reviewing highly technical aspects of the Town's site plan and subdivision review regulations, including but not limited to, traffic impact studies, stormwater management and drainage reports, landscaping plans, architectural guidelines, design specifications for new roads, and other engineering-related disciplines. In addition, qualified firms must have experience performing inspections of excavation sites to determine if operations are in conformance with earth removal regulations and approved plans. The RFQ does not have a current defined scope for an active project. Project scopes and budgets will vary greatly depending on available funds and immediacy and/or nature of need. All interested firms shall have sufficient, readily available resources in the form of trained personnel, support services, ability to contact with specialized subconsultants, and other resources to carry out the work without delay or shortcomings. Prospective consultants shall submit a qualifications-based Letter of Interest (LOI). The LOI shall be signed by a representative of the Consultant that is authorized to enter into contracts. See Section 5 for LOI format. Content of the LOI shall generally be as follows: The LOI shall be comprehensive, but not more than 8 pages (single-sided 8.5" x 11" format), exclusive of front and back covers, section dividers, and resumes. Clearly and effectively define the firm's background and experience in the requested engineering disciplines. Identify Team lead and up to four (4) key personnel who would be charged with providing services to the Town. Provide a short paragraph describing the background and experience of each key employee. Demonstrate examples of similar work with a brief description in each of the requested engineering disciplines. Provide other pertinent information that may better identify the prospective consultant as a qualified firm. Professional resumes shall be appended and not included in the total page count. Resumes shall be 2 pages maximum and include relevant work experience To enable the Town to perform a fair comparative analysis and evaluation of Qualifications, Consultants shall structure and compose their LOI in the format outlined below. The LOI shall be comprehensive, but focused and concise. Including more than one section on a page is allowed. Each LOI must include a cover letter, identifying the Consultant's place of business, name, and telephone number of the person to contact about the LOI, and reference this RFQ. The Cover Letter shall be signed by a representative of the Consultant that is authorized to enter into contracts. (Included in total page count) The Consultant shall include a conflict of interest statement describing any current or potential conflicts of interest related to performance of work for the Town of Farmington. If there is present or potential conflict of interest, the Consultant must identify methods they will employ to address said conflicts. (Included in total page count; may be included in Cover Letter) Considering maximum page count, provide up to a one-page summary for each requested engineering discipline, including brief summaries of the location and scope of recent projects that demonstrate the Consultant's experience. The names of key personnel charged with managing the primary service tasks offered should be included. (Included in total page count) Provide not more than three (3) references for which the Consultant has performed work of a similar nature. Include names of contact persons, with address and telephone numbers, so the Town may contact them. At least one reference should be from a key decision maker from a municipality for whom the firm has worked. Do not include current Town of Farmington personnel or elected officials. (Included in total page count) Include a statement (up to one page) of qualifications that includes a summary of experience that pertains to each engineering discipline. Briefly discus the firm's total capabilities and resources available. (Included in total page count) Append a two-page resume for the Consultant's Engineer to be placed in charge to manage these contract services and who will be the direct point of contact for the Town. (Not included in total page count) Append individual resumes speaking to relevant experience for up to four Engineers (or sub-consultants) who will be charged with project management of engineering services offered. Resumes shall not exceed two pages each. (Not included in total page count) The following criteria will be used in evaluating RFQ responses. ln preparing a LOI the Town recommends that the Consultant address the criteria clearly in their cover letter and demonstrate their ability to meet each criterion. Statements should be verifiable to the greatest extent possible. Strength and duration of successful performance in the business of providing services as described herein (and for a minimum continuous period of not less than ten years). Previous work experience: The Consultant has provided information that clearly indicates their experience with projects similar to the scope herein, and successfully relates that experience to services requested. Strength of proposed project personnel: The key personnel demonstrate sufficient experience, and on other similar projects. The project leaders have a high level of technical expertise in the nature of the work outlined in this RFQ. Capability of the Firm: The firm has, at their disposal, a sufficient labor pool from which an effective team of professionals can be developed, and whom have ample experience working together. The Consultant has no conflict of interest or appearance of conflict of interest with any other party, or such relationships are not sufficient to warrant concern. The Consultant has received positive references from all clients contacted by the Town. 7. The degree of compliance with the requirements and requested format of this RFQ Up to three (3) consulting firms will be invited to attend an informal interview. The intent of the interview will be for the Consultant to provide supplemental information, and for the Town to familiarize themselves with 4 | P a g e the project team and assess the firm's capability. Consultants will be allowed a maximum of 20 minutes to provide additional information. While the interview is informal in nature, perspective consultants should address: Key Personnel: Consultants should introduce primary members of the firm, their backgrounds in this type of work and their roles in the project. Familiarity with Farmington and its infrastructure: Consultants should be able to demonstrate they are familiar with Farmington, its operations, and its infrastructure. General Project Approach: Given a hypothetical project, Consultants should be able to provide a general discussion on what their typical project development process is and how they would be able to provide proposed services to the Town. Additional Information: Consultants are invited to provide any additional information or materials they feel is relevant to supporting Town and its infrastructure. Consultants should verify if any Addendums to this RFQ have been posted prior to submitting their Letter of Interest. A signed copy, to indicate receipt of each Addendum, must be included with letter of interest submittal. Questions and Answers: Consultants are invited to ask questions about Farmington, its infrastructure, operations, personnel, and expectations. The method of contractor selection has not been determined at this time.
