The South Carolina Technology and Aviation Center (SCTAC) operates a world class Test Track in Greenville, South Carolina for automotive research, testing, and validation. SCTAC has entered into a contract for the construction of a High-Speed Loop Infrastructure Project (Project) with Hogan Construction Group (HCG) as the Construction Manager at Risk (CMAR). The Project consists of the construction of +/-2.9 mile, single and multi-lane (+/-61,000 SY) banked loops and straightaways to facilitate automotive test vehicles to maintain consistent "high speeds" (±60 mph) in a controlled environment. All work will need to be completed while other portions of the automotive testing facility remain open to track users. The project is being designed by the engineering firm of Goodwyn Mills Cawood, LLC. (GMC), Greenville, SC. Qualifications will be received for the following scopes of work: Grading (including erosion control, demolition, cut/fill, storm drainage, minor utility relocations) Asphalt Paving Concrete Paving Line Striping Concrete Foundations Precast Vehicle Tunnel Safety Guardrail Systems Security Fencing and Gates Electric Vehicle Charging Infrastructure Signaling Systems CCTV Systems Signage Schedule for Submission Advertisement for Qualifications The project is being designed by the engineering firm of Goodwyn Mills Cawood, LLC. (GMC), Greenville, SC. The United States Department of Commerce, Economic Development Administration is providing partial funding for this project EDA Investment No. 04-79-07738; therefore the project is subject to the laws and regulations associated with the respective program. All federal requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the Presidens Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.
