Renovation of an educational facility in Saint Joseph, Missouri. Working plans call for the renovation of a educational facility.

For the purchase, installation, and configuration of an Intercom system and associated cabling along with warranty and support of the system for the St. Joseph School Districts buildings. The district intends to replace the current systems in these buildings with Valcom Paging/Intercom/Clocks/Emergency Communication Systems. No substitutions will be considered. No brand on the current US government blacklist will be considered. The intent of this RFP is for the St. Joseph School District to obtain a turnkey, fully installed and configured system in the listed buildings, that provides paging, intercom, and emergency notifications. The solution should include transitioning from existing system to new system with minimal downtime. The project shall be bid for each building individually, and in two phases, phase one public areas, and phase two classrooms, as well as a whole project so that the district can determine the number of buildings to move forward with based on cost. The district reserves the right to split the award or to make multiple awards, and to make award on a part or portion of a proposal. St. Joseph School District is updating systems in the following buildings: Carden Park Elementary, 1510 Duncan St, 64503 Coleman Elementary, 3312 Beck Rd, 64506 Edison Elementary, 515 N 22 St, 64501 Ellison Elementary, 45 SE 85 Rd, 64507 Field Elementary, 2602 Gene Field Rd, 64506 Hosea Elementary, 6401 Gordon Ave, 64504 Hyde Elementary, 509 Thompson Ave, 64504 Lindbergh Elementary, 2812 St. Joseph Ave, 64505 Mark Twain Elementary, 705 N 31, 64507 Oak Grove Elementary, 4901 Cook Rd, 64505 Parkway Elementary, 2900 Duncan St. 64507 Pershing Elementary, 2610 Blackwell Rd, 64505 Pickett Elementary, 3923 Pickett Rd, 64503 Skaith Elementary, 4701 Schoolside Ln, 64503 Early Learning Center, 1800 Alabama St, 64504 Proposals shall be prepared simply, but completely, providing a straightforward, concise description of capabilities to satisfy the requirements of the RFP. Emphasis should be on completeness and clarity of content. At the same time, proposals should be as thorough and detailed as possible so that the district may properly evaluate the Bidders capabilities to provide the required services. Bidders must provide evidence or information as to their financial condition and stability. Bidders must provide a minimum of three (3) references with names, addresses and phone numbers, and including specifically any governmental entities and school districts for which Bidder has provided like services. Bidders must state whether they have been involved in any litigation during the last three (3) years, and if so, describe any such litigation. This is a prevailing wage project and should be bid as such in the proposal. Below is a link to the appropriate Annual Wage Order. A Bid must be accompanied by Bid security made payable to the St. Joseph School District in the amount of 5% of the Bidders maximum Bid price. Bid security must be in the form of a certified or cashiers bank check or a Bid Bond secured by a Surety Company. Award(s) will be made to the responsive and responsible Bidder(s) whose proposal(s) is deemed to be most advantageous to the district, considering overall content of the proposal, cost, overall proposal, experience and qualifications of the firm and staff assigned and quality and content of the way the services are proposed to be performed. The district reserves the right to split the award or to make multiple awards, and to make award on a part or portion of a proposal. The district may request additional information and/or an interview with some or all Bidders as part of the selection process. In no event shall the district be required to explain the evaluation process or award selection to any Bidder. Vendor shall be available for an oral presentation. Presentations will be scheduled, if deemed necessary, by the St. Joseph School District Director of Technology after proposals are received. Vendors shall not rely on the possibility of such a request and shall submit a complete and comprehensive bid to this solicitation. The SJSD Board of Education must formally approve the award of any contract(s) or agreement to purchase with approval anticipated to be received by December 19, 2022. The successful Bidder(s) will be required to enter into a written contract with the district which will include, but not be limited to, the scope of services described herein and the contract provisions included herein. Work on the project should begin approximately March 2023. Replacement, installation and invoicing of the new system must be substantially completed on or before June 30, 2023, unless the district authorizes a time extension due to extenuating circumstances. The project must be done in such a way as to minimize the disruption of the education process of students and staff. The School District reserves the right to disqualify any bid that includes significant deviations or exceptions to the terms, conditions and/or specifications in this RFP. At the conclusion of this initial evaluation phase, finalist Vendor proposals will be selected for detailed review and evaluation, including oral presentations if deemed necessary. The school district reserves the right to be the sole judge as to the overall acceptability of any proposal or to judge the individual merits of specific provisions within competing offers The district reserves the right to accept any proposal, to reject any and all proposals, and to waive any irregularities or informalities in any proposals.
