The Development & Land Services department is seeking proposals for engineering & professional services. The primary purpose of this requisition is related to the administration of the county's Stormwater & Erosion Control Ordinances and MS4 program. The Outagamie County Development & Land Services department is seeking proposals for Engineering & Professional services as outlined in the scope below. The primary purpose of this requisition is related to the administration of the county's Stormwater & Erosion Control Ordinances and MS4 program. Outagamie County maintains county-wide Stormwater & Erosion Control ordinances, which apply in all unincorporated Towns with the exception of those that exercise their own authority (which are Grand Chute and Buchanan). The table below illustrates the number of plats (from July 2019 to Sept 2022) technical engineering services was required from our consulting engineer. The department also has needs for other professional services from time to time, related to other aspects of the department (primarily in the planning & development function). The ability of proposers to provide these services is not required, but the ability to perform these on an as needed basis via a task order negotiated between department and contractor is considered a value added services. We are seeking the awarded firm to provide the following services: 1. MS4 Engineering & Professional Services: a. Tasks related to MS4 permit compliance, as directed by the department, including: i. Annual IDDE Outfall inventory, inspections and annual report ii. MS4 Implementation planning activities iii. Other misc. tasks related to MS4 permit b. MS4 mapping & modelling c. Providing technical assistance, as requested, to the Highway Department as it relates to stormwater facility design and/or inspection with regards to MS4 or other county stormwater conveyance systems throughout the county highway system. 2. Stormwater & Erosion Control Ordinance administration & technical review: a. Subdivision plats as it relates to the County Stormwater (Ch 48) and Erosion Control (Ch 20) Ordinances: i. Review plan submittals for compliance with Ch. 48 and Ch 20, providing technical comments to applicants. ii. Validate cost estimates for required site improvements as it relates to financial assurances required by county code of ordinances. iii. Inspect plats during and post construction for compliance with the approved plan; advise county regarding partial and substantial completion prior to full or partial release of financial assurance. b. Site plan review & inspections: i. Review plan submittals for developments as assigned by Outagamie County staff - typically commercial/industrial sites; and those residential sites within engineered subdivision plats. ii. Inspect commercial/industrial sites that require any on-site stormwater treatment. iii. Inspect other sites only as requested/directed by the county. c. Communicate to the responsible party necessary changes based on plan review & inspection findings. d. Document plan review comments, inspections and important communications using Outagamie County software- CityView. 3. Private drainage concerns a. As requested/directed by the county, provide technical review, analysis and professional guidance/recommendations on drainage matters for areas or developments within the county that pre-dated our stormwater ordinance. 4. Optional, value-added capabilities a. Environmental Reviews (Phase 1, 2, etc.) b. Wetland Delineations c. Planning and landscape architecture services d. Grant writing and/or administration services 3. Pricing & Term We are seeking an hourly rate per service for each of the three required scopes. For the optional services, rates would be negotiated with the awarded firm if we selected those tasks. We are seeking an initial one-year agreement with the option of four annual extensions with mutually agreed upon terms. The deadline for vendor questions is 12:00 p.m. CT November 7, 2022. Outagamie County is exempt from Federal Excise Tax (39-6005724), Wisconsin Sales Tax (ES 41005), but if there is a tax, such as local or county, it must be shown in the proposal. The method of contractor selection has not been determined at this time.
