In May 2022, the Town of Oak Ridge completed a Water for Fire Protection Study. The objective of the study was to identify options to improve fire protection services in the Town, either through standalone groundwater-fed storage tanks or through connection to a surface water supply that would also serve as the backbone of a municipal water system. On October 6, 2022, the Town Council, upon the recommendation of the Town's Water Advisory Committee, voted to authorize staff to advertise an RFQ for engineering services for a new 250,000-gallon elevated tank located at 8325 Linville Road and a water main along NC Highway 150 to connect the tank to Winston-Salem/Forsyth County utilities at the county line. The RFQ also requests consulting assistance as described under consultant's responsibilities. The Town anticipates hiring an engineering consultant shortly after the close of the RFQ, following successful negotiation of a contract for services. Consultant Responsibilities: The consulting engineer will prepare construction-ready plans and specifications as follows: 1) Engineering services for a 250,000-gallon elevated tank located behind the Oak Ridge Fire Department at 8325 Linville Road. The tank will initially be filled by a groundwater well located on Town property. A distribution system is currently under design that will serve the adjacent Heritage Farm Park property, owned and developed by the Town, with a 3" water line stub to the Fire Department property. 2) A water main to connect the tank to Winston-Salem/Forsyth County Utilities located at the Forsyth County line at NC Highway 150. The supply connection to the City/County water system would consist of an extension of the City/County system, meter vault, backflow prevention device, potential pumping, and extension of a transmission water line to the proposed elevated tank. 3) Completion of design and property surveys, plans and specifications, permitting, easement/property maps, bidding assistance, construction administration and observation services, and funding administration assistance related to the preceding. Schedule: The Town requests a proposed schedule as part of the submittal. Qualifications: The consultant should provide a profile of the firm and identify a project team, providing qualification information for each member and including an hourly rate schedule for the employees proposed for this project. These should be individuals who would actually perform the design work. Firms will be evaluated based on successful experience in planning, design, engineering, and construction management of water infrastructure. The proposal should also provide a project approach, detailing how the firm proposes to progress through the project.
