The project will include the removal, abandonment, replacement, relocation, and installation of existing and proposed paving, sidewalk, storm drain, water, wastewater, conduit, signal, and striping infrastructure and appurtenances including all necessary mobilization, material storage and protection, saw-cutting, pavement removal, sidewalk removal, excavation, trenching, utility removal, utility abandonment, utility installation, embedment, backfill, pavement placement and repair, sidewalk placement and repair, concrete joint sealing, temporary pavement tag placement and removal, striping, electrical and signal work, erosion control, traffic control, job site safety, coordination with City of Midland staff and organizations such as OSHA, Midland Memorial Hospital, Midland Fire Department, Midland Independent School District, franchise utilities, etc. as needed, One Call (Texas 811) notifications for pending work, notifications to adjacent property owners as directed by City of Midland staff, and all other work to be performed as outlined in the Construction Drawings and Specifications, to satisfactorily complete the work. This project is the final phase of the larger overall Garfield Street bond project extending from Michigan Avenue to Wadley Avenue. The first phases were each complete as a separate project from this one and included the installation of water and wastewater improvements from Michigan Avenue to Kansas Avenue, the installation of storm drain at Louisiana Avenue, and the placement of pavement from Michigan Avenue to Louisiana Avenue. The Owner reserves the right to abandon, without obligation to the Contractor, any part of the project, or the entire project, at any time before the Contractor begins any construction work authorized by the Owner. Standard Specifications for Construction of the City of Midland will govern all construction, except as modified by these Special Provisions.
