Site work for a transportation facility in Owls Head, Maine. Completed plans call for site work for a transportation facility.
The proposed work may include but is not necessarily limited to: Tree obstruction removal for Runway 13 Off Airport, within existing easements including area clearing of trees, area topping of trees, and single tree removal and topping as well as restoration of sites as necessary. Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Knox County Regional Airport. Late bids, unsigned bids, faxed bids, or bids submitted without security will not be considered. The successful bidder must furnish a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within five (5) calendar days following the Notice to Proceed. All Requests for Information (RFI's) must be submitted no later than Monday, November 14, 2022 at 5:00 PM local time to the Engineer, using airport.bids@stantec.com email address. Construction under this contract will be funded by Federal Grant under the CARES Act and will be subject to all applicable requirements of the U.S. Department of Transportation / Federal Aviation Administration. The County of Knox in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The contractor must comply with Federal Aviation Regulation Part 152 Subpart E including the Buy American Preferences, Davis-Bacon Act, and Veteran's Preference. The contractor must pay wages to employees in compliance with the minimum wages established by the latest U.S. Department of Labor Wage Determination CH 149, 26-27D, M.G.L for Knox County, Maine. The requirements of 49 CFR part 26 apply to this contract. It is the policy of the County of Knox to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. The Knox County Regional Airport reserves the right to reject any and all proposals, to waive any technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of County of Knox and the Knox County Regional Airport. ***All potential bidders and interested parties must register by sending an email to airport.bids@stantec.com***
