2022 Water Well Drilling and Installation Project Bids must be submitted on the forms in the Contract Documents and other conditions therein described must be met. Each bid must be enclosed in a sealed envelope, clearly marked WATER WELL DRILLING AND INSTALLATION PROJECT on the face of the envelope and display the name and address of the bidder. Each bid must be accompanied by the following completed documents: Bid Bond (Certified Check or Cashier's Check for ten percent (10%) of the amount of the bid submitted unless otherwise specified) Non-Collusion Affidavit Affidavit of Non-Delinquency of Personal Property Taxes Bids cannot be withdrawn for a period of ninety (90) days following the bid opening. The City anticipates the contract will be awarded and the notice to proceed will be issued before 12/31/2022. All work must be completed within one-hundred and eighty (180) calendar days after the issuance of Notice to Proceed. The City of Fairfield reserves the right to reject any or all bids or to correct or waive irregularities in bids should it be deemed in the best interest of the City of Fairfield, Ohio to do so This project consists of providing all labor, equipment, materials and other services necessary to construct a potable raw water well capable of producing a minimum of 2,750 gallons per minute (gpm) once placed in regular service. The well depth will be approximately 200 feet. The production well will be constructed as a naturally-developed / telescoping screen-style well. The work to be completed shall not be limited to the exact extent described in the specifications, but shall include all incidental work necessary and customary for completion of the project. The Contractor shall be responsible for the movement of his drilling equipment on and off the site, as required, and shall take all necessary measures to minimize damage to the property. All work shall be in accordance with these specifications, City of Fairfield Design, Construction and Material Specification Handbook (2020), and current OEPA Water Well Standards. OEPA Water Well Standards shall always take precedent in the event of a discrepancy between standards / specifications. The proposed new well will be a replacement production well within the City of Fairfield Well Field. The City of Fairfield Well Field is located to the west of 5021 Groh Lane in Fairfield, Ohio. Figure A shows two well siting locations for the new production well; final location will be directed by the City of Fairfield. This project is comprised of furnishing all materials, equipment, labor and ancillary work necessary for the drilling, construction and development of wells described in the following specifications. All work shall be completed in accordance with current OEPA Water Well Standards. The base bids shall cover drilling footage, materials, labor and development and other work in accordance with these specifications and the Proposal form. The estimated quantities in the proposal are to establish a project cost for the contract document and for bid comparison. The contractor will be paid based on the unit price for the actual number of lineal feet completed and accepted (measured to the nearest tenth of a foot) or hourly for the actual number of hours worked (measured to the nearest tenth of an hour.) All drilling equipment and materials shall be cleaned and disinfected with a sodium hypochlorite solution of 250 ppm to prevent bacterial contamination of the aquifer. All equipment, tools and materials shall be disinfected prior to installation or use in the borehole or well in accordance with the State of Ohio Technical Guidance for Well Construction and Ground Water Protection (2000).
