The Board of County Commissioners of Garrett County, Maryland reserves the right to accept or reject any or all bids, to cancel this invitation to bid and to waive technicalities in any part deemed to be in the best interest of Garrett County. The Board of County Commissioners of Garrett County, Maryland will accept sealed bids for a contractor to convert a standard cell at the Garrett County Detention Center located at 311 East Alder Street in Oakland, Maryland to a padded cell by supplying and installing padded material as specified to cell doors, walls and floor. Questions: Questions regarding the bid shall be emailed to purchasing@garrettcounty.org. The Purchasing Department will formally respond to questions via addendums to the bid. Please be advised that questions will be entertained until 2:00 P.M. on Monday, November 21, 2022. Questions asked after this time will not be answered. Site Visit: No pleas of ignorance of conditions that exist or that may hereafter exist, or of conditions or difficulties that may be encountered in the execution of the work, as a result of failure to make such examination and investigation will be accepted as an excuse for any failure or omission on the part of the Contractor to fulfill, in every respect, all of the requirements of the Contractor, nor will the same be accepted as a basis for any claims
whatsoever for extra compensation. The basis for award is anticipated to be the lowest total responsive and responsible lump sum bid for the project. The Board of County Commissioners of Garrett County, Maryland reserves the right to accept or reject any or all bids, to cancel this request and to waive technicalities in any part thereof to be in the best interest of Garrett County. The County will review materials to determine equivalency to the specifications provided herein. The County's decision is final.
