Renovation of a transportation facility in Honolulu, Hawaii. Completed plans call for the renovation of a transportation facility.

The scope of work consists of the installation of a biometric facial recognition system at the Daniel K. Inouye International Airport to support and comply with U.S. Customs and Border Protection (CBP) requirements to deploy a biometric exit system at international departure gates. The new Traveler Verification System (TVS) shall integrate seamlessly with CBP's Traveler Verification Service to confirm travelers' identity with increased efficiency and accuracy. The TVS shall consist of biometric gate readers, servers, network communications infrastructure, related hardware, software, firewall, internet connection to CBP's Traveler Verification Service server and associated work for a complete, operational system. To be eligible for award, Offerors must possess a valid State of Hawaii General Building "B" or Specialty Contractors "C-13" or "C-15" license at the time of submission of their proposal. The estimated cost is between $2,000,000 and $4,000,000. Offerors shall allow enough time to mail or courier their proposals to meet the said due date and time. If the Offeror chooses to deliver their proposal by United States Postal Service (USPS), please be advised the USPS does not deliver directly to the State of Hawaii, DOT, Contracts Office, but to a central mailroom before final delivery to the Contracts Office. This may cause a delay in receipt of proposal(s) by the Contracts Office and the proposal(s) may reach the Contracts Office after the said due date and time, resulting in automatic rejection and return of proposal. The DOT shall not be responsible for proposals not received by the said due date and time due to mail or courier delivery delays. Electronic proposals shall not be accepted. Proposal envelopes shall be clearly marked "SEALED PROPOSAL", the Project Name and Number, and with complete mailing address to the DOT, Contracts Office. In accordance with Act 174, SLH 2022, effective June 27, 2022, Hawaii Products Preference shall not apply to solicitations for public works construction. Therefore, the Hawaii Products Preference shall not apply to this project. A 5% proposal adjustment for Offerors that are parties to apprenticeship agreements pursuant to 103-55.6, Hawaii Revised Statutes (HRS), is applicable to this project. Compliance with Act 192, SLH 2011 is a requirement for this project whereby a minimum of 80% of the Offeror's work force on this project must consist of Hawaii residents. All Offerors that wish to attend must send an email indicating their interest to Ms. Diana Lee, State Project Manager, at diana.lee@hawaii.gov with a copy to Mr. Gary Yokoyama, State Project Manager, at gary.yokoyama@hawaii.gov. They will be added to the Microsoft Teams attendance list and will be sent an invitation email with a Microsoft Teams web-link and teleconference call-in number. This will allow each person to attend the preproposal meeting via the internet or they may call in. The deadline to sign up for the pre-proposal meeting is one (1) working day prior to the date of the pre-proposal meeting. Anything said at the conference is for clarification purposes and any changes to the RFP documents will be made by addendum. The State reserves the right to cancel this request for proposals, to postpone or reject any or all proposals, and to waive any defects in said proposals for the best interest of the public. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
