The Town of Wendell requests a Statement of Qualifications (SOQ) from qualified environmental engineering firms for professional services experienced with the United States Environmental Protection Agency (EPA) Brownfields Program. In May 2022, EPA selected the Town of Wendell (Town) as a grantee to receive a Community-Wide Brownfields Assessment Grant. This federal funding is dedicated to the assessment of Brownfield sites potentially impacted by hazardous substances and will be used to develop a brownfield site inventory and database, conduct Phase 1 and Phase 2 (as necessary) Environmental Site Assessments (ESAs), prepare related work documents, plan for potential site response, clean-up and redevelopment actions and opportunities, and other associated grant activities, including, but not limited to, grant administration and community engagement. The Town has begun the process of identifying priority Brownfield sites based on their cultural importance and redevelopment potential and has identified three preliminary priority sites. (1) The Town is in the process of engaging the historically African American community near the former Carver School and adjacent Pleasant Grove Baptist Church located west of Downtown off 3 rd Street. The former Carver School was reportedly constructed in 1927 and has a heated area of 23,000 square feet. Currently the school site is used by the church as a non-profit family and community service food bank. The church envisions to restore the school building into a multipurpose facility to include a community center with business incubator, senior housing, non-profit offices, and programming space for families and children. (2) A 40-acre parcel off Lake Glad Road just south of Downtown is an underutilized piece of property that has garnered developer attention. However, the former Wendell dump is located to its south. The former landfill operated prior to environmental regulations, and the exact contents and extent of the landfill are unknown. (3) Occupying the entire block at the end of West 4th Street in the Downtown District, a 3-acre property along the railroad is the former home of two tobacco warehouses which were later used for general auto repair. The purpose of this Request for Qualifications (RFQ) is the procurement of a professional environment consulting firm to provide services to be performed under the above-referenced EPA grant funding. To facilitate the Towns objective review of the SOQs, the submitting Firms are requested to organize their submittals as follows: 1. Cover Page 2. A cover letter on the company letterhead signed by a Principal or other member of the Firm authorized to commit the Firm to contract for professional services 3. Table of Contents with page numbers 4. Information addressing all elements of the Scope of Services of this RFQ including a brief project approach, as well as information addressing the Evaluation Criteria noted in a following section The Town of Wendell, at its sole discretion, reserves the right to select the firm that best meets its needs and award this opportunity based on the initial RFQ response without oral presentations; however, oral presentations to the Town may be requested. The Town intends to award contract for a four (4) year term to one successful firm, though a partnership of firms that can perform the outlined scope of services will be considered. The Town at its sole discretion reserves the right to further extend this contract for similar services and purpose. The Town reserves the right to reject any and all responses. The Town also reserves the right to request additional information from any consultant submitting under this RFQ if the Town deems such information is necessary to further evaluate the consultants qualifications.
