A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Specific Manufacturing Capability (SMC) Production Support Facility 1 of 6 I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to support construction of the Production Support Facility (PSF) at the Specific Manufacturing Capability (SMC) complex on the INL. II. PROCESS BEA is seeking qualified firms to compete for the construction contract in support of the SMC PSF project. As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that will require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. Based on the responses to this EOI, BEA will determine the source selection process. At this time, either a best value award or a low-cost, technically capable award process are envisioned. Under a best value award process, technical and price advantage will be evaluated and weighed to determine the successful offeror. Under a low-cost, technically capable award process, prices of technically sound proposals will be used to determine the selected offeror. The contract type for construction of the PSF will be fixed price. Construction is expected to be less than $20M. Interested firms are advised that RFP release is anticipated in January 2023 and the source selection/award decision is anticipated in February 2023. The contract award type will be firmfixed price. All construction work on the INL site is subject to the Davis-Bacon Act and the INL Site Stabilization and Jurisdictional Agreements both of these agreements are enforced in accordance with agreements set forth between the Construction Trades, DOE, and BEA. III. FACILITY DESCRIPTION The building will be constructed at SMC on the INL. SMC is located approximately 60 miles north and west of Idaho Falls, Idaho. The building will be located outside of the SMC security boundary to be later included within the security perimeter upon acceptance and turnover. The facility will be a single-story industrial type building approximately 18,000 sq. ft. in size. It will be comprised of some office and other similar ancillary spaces, but primarily open floor space to support production operations. Detailed but not released drawings of the facility are provided for information. The building will be a secure facility built to Intelligence Community Directive number 705 (ICD-705) standards. Fencing will need to be installed per design specifications at the onset of construction and maintained in proper working order throughout construction. Upon completion, the fence will become the security perimeter for the facility. Subcontractor will be required to manage access control to the construction site until final turnover. This require verifying badging is current and keeping a daily log of each individual entering the job site. Expression of Interest INL-23-001 Specific Manufacturing Capability (SMC) Production Support Facility 2 of 6 IV. SUBMITTAL Interested firms are requested to provide expressions of interest to the undersigned by close-of business on November 28, 2022. Included must be sufficient written information confirming the responder's qualifications that addresses each of the following criteria: o Financial and bonding capacity o Safety record (provided Experience Modification Rates and OSHA 300 logs / 300A summaries for each of the previous three years) o Demonstrated experience and expertise with similar construction projects within the previous five years o Agreement to become signatory to the INL Site Stabilization Agreement. Note that responses must be no more than 10 pages in length. Only potentially qualified offerors will receive the RFP for the project.
