As of Jan 10 the project is set to be awarded on next month second council meeting. The work to be performed, in general, consists of supplying all labor, materials, tools, equipment, implements and methods of process to complete the following work, which includes but is not limited to: Landscaping, irrigation installation, fence removal/replacement and installation, horizontal directional boring for a short irrigation conduit, and de-weeding center median island. This work is located on Highway 12, from Civic Center Boulevard to Walters Road, in Suisun City. Time is of the essence on this project. Contractor shall diligently begin construction work upon receiving the Notice to Proceed from the City. While the contractor will be provided 80 working days to complete the project, including the corrective punch list items, the Contractor shall diligently prosecute the work to completion as the funding source on this project mandates a completion date by June 30, 2023. No pre-bid meeting is scheduled for this project. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Pursuant to the provisions of Section 1770 et seq. of the Labor Code of California, the Director of Industrial Relations for the State of California has ascertained the current general prevailing rate of wages for employer purposes, in Solano County, State of California. In accordance with the State of California Administrative Code Title 8, Group 3, Article 2, Section 16109, Publication of Prevailing rates by Awarding Bodies, copies of the applicable determinations of the Director are on file at the Public Works Department of the City of Suisun City and may be reviewed upon request. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined by the Director of the Department of Industrial Relations. These wage rates appear in the Department of Transportation publication entitled General Prevailing Wage Rates. Future effective wage rates, which have been predetermined and are on file with the Department of Industrial Relations are referenced but not printed in said publication. The Contractor shall possess a valid Class A or C27 State of California contractor's license at the time the contract is awarded. Bids are required for the entire work described herein. This contract is subject to State contract, nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The successful bidder shall furnish a bid bond, a Faithful Performance Bond, Materials & Labor Bond and, when work is completed, a one -year warranty bond. The Contractor and all sub-contractors shall possess a valid Suisun City business license prior to start of work. The City of Suisun City reserves the right to postpone the date and time for the opening of proposals at any time prior to the date and time announced in the advertisement. All proposals shall be valid for a period of sixty (60) days after the bid opening. The City of Suisun City reserves the right to reject any and all bids or to waive any defects or informality in the bidding.
