As of November 22, 2022. Project is cancelled, Due to high cost and will be working on redesigning and rebidding in the future. The work shall be performed under multiple contracts and bidders may submit proposals for the respective contract or contracts as follows: Contract No. 4: General-Mechanical Work Contract No. 5: Electrical Work The work consists of the construction of a building, foundation and all necessary appurtenances to house a generator at Well Building No. 2. The generator is to be furnished by MRWA for installation and electrical upgrades and interconnections will be performed under contract. Notice is given that not less than the minimum wage rates set forth in the Contract Documents must be paid to employees on this project in accordance with the PA Department of Labor and Industry. Bidders are advised that this project is being financed, in part, by a Small Water and Sewer Grant from the Pennsylvania Commonwealth Financing Authority (CFA). Each bid must be accompanied by a Certified or Bank Check; or Bid Bond naming as payee or obligee (as applicable), Mountaintop Regional Water Authority, in the amount of five percent (5%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. No bids may be withdrawn, except when the Bidder(s) comply with the withdrawal requirements of Act No. 4 of the General Assembly of Pennsylvania, Senate Bill 793, Printers No. 1655, as amended. Checks for Bidding Documents shall be payable to "Gwin, Dobson & Foreman, Inc.". Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. Partial sets of Bidding Documents will not be available from the Issuing Office. Contract documents may also be obtained electronically at no charge. Bidding documents must be obtained directly from the Issuing Office by the bidder for a bid to be considered. Mountaintop Regional Water Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of one hundred twenty (120) days from the date of Bid opening. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
