Renovation of a municipal facility in Raleigh, North Carolina. Completed plans call for the renovation of a municipal facility.

This property is about 85% occupied. The Contractor is required to limit disruption during the performance of the Work. The contractor selected to perform this work will be required to coordinate installation of the fire alarm system with the telecommunication that will also on site installing upgrades to the telecom system. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. No bid may be withdrawn for One-Hundred-Twenty (120) days after the scheduled closing time for bids. The Owner reserves the right to reject any or all bids and to waive informalities. The Project consists generally of the following major items: The City of Raleigh is seeking proposals from Contractors to perform The Fire Alarm upgrade at 2800 Brentwood Rd. along with the associated electrical upgrades to support a fully functional fire alarm system. Question regarding this solicitation should be directed to Frank Jackson fjackson@vinesarch.com no later than 3:00 PM on March 7, 2023. Answers to questions will be published on NC IPS in an Addendum to this request for bids. CAUTION: Bid packages are a reflection of the bidder, and as such, they should project quality and attention to detail. Bids must follow the format outlined in the bid documents. The City may reject as non-responsive, at its sole discretion, any bid that does not provide complete and/or adequate responses or departs in any substantial way from the required format. The City reserves the right to reject any or all proposals and to waive informalities. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. Owner will authorize a contingency of $7,500 for permit(s) allowances.
