Renovation of a clubhouse / community center in Walnut Creek, California. Completed plans call for the renovation of a clubhouse / community center.

From qualified contractors or individuals to provide accessibility and lobby improvements to the Civic Park Community Center, also known as the Walnut Creek Senior Center. The improvements will consist of demolition, hazardous materials abatement, door replacement, reception desk replacement, lighting improvements, electrical, low voltage, floor covering, drywall, texture and painting, and other items. Removal of all drywall, lighting, interior doors and jams, molding, floor coverings, reception desk and display case in areas shown. Remove and properly dispose of all hazardous material, gypsum board, light fixtures, finishes and equipment. Provide and install new doors and jams, gypsum board, finishes, electrical, data cabling, lighting fixtures, reception desk and other items according to project specifications and construction drawings. Bid Alternate 1: Remove and replace two (2) exterior doors, including stucco repair and painting, and demo and install concrete as needed to meet ADA accessibility requirements. Bid Alternate 2: Install cabinets and countertop in existing display case area The City intends to award a construction agreement to the lowest responsive bid for the base bid work, with the option to include bid alternates as funding allows. The project is funded primarily through a Community Development Block Grant (CDBG), with additional funding provided through the Citys Capital Budget. The Contractor shall begin Work no later than five Working days after the beginning date specified in the Notice to Proceed (which may be hand delivered or sent by email). The Contractor shall complete all the Work on the Project within eighty (80) working days after the beginning date specified in Notice to Proceed. In accordance with the Labor Code Sections 1771 and 1773.2, the City Council of the City of Walnut Creek has ascertained the general prevailing rate of wages applicable to this Work. These rates are on file in the Public Services Department. No contractor or subcontractor shall be qualified to bid on, or be listed in a bid proposal unless currently registered to perform public work pursuant to Section 1725.5. No bids will be accepted from a Contractor who has not been licensed in accordance with Business and Professions Code Section 7000 and following. All bids shall be accompanied by cash, a bid bond, a cashiers check or certified check payable to the City of Walnut Creek in an amount equal to 10% of the total amount bid. Upon award of the contract, the successful Bidder shall furnish a bond for faithful performance in the amount of 100% of the total bid; the successful Bidder shall also furnish a bond to secure the payment of all claims for labor and material in the amount of 100% of the total bid. The successful Bidder and subcontractors are required to pay for and obtain a City of Walnut Creek Business License. Retention: The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the public agency, by depositing securities of equivalent value with the City or an escrow agent in accordance with Public Contract Code Section 22300. Such securities, if deposited by the Contractor, shall be valued by the Citys Administrative Services Director whose decision on valuation of the securities shall be final. The Contractors attention is called to the Business and Professions Code Section 7108.5, which generally requires subcontractors to be paid not later than seven days after receipt of each progress payment. The City of Walnut Creek reserves the right to reject any or all bids and to waive any informality in the bids.
