The Municipality of East Hants ("East Hants") operates a Waste Management Centre ("WMC") in Georgefield, NS where various Waste Streams are collected before being redistributed for processing. East Hants requires the services of a transportation company to collect waste, recyclables, and organics from the WMC and then to deliver them to the location where it will be processed. East Hants will begin redistributing organic waste to GFL Environmental Inc. in Boylston, Nova Scotia, at the start of this contract. East Hants currently distributes source-separated solid waste to the Cogmagun Landfill in West Hants, NS, and recyclables to the Colchester Materials Recovery Facility in Kemptown, NS, operated by the Municipality of Colchester. This Request for Proposals (the "RFP") is an invitation by East Hants to prospective proponents to submit proposals for the provision of transportation services with respect to solid waste, recyclables, and organic waste as further described in the RFP Particulars (Appendix D) (the "Deliverables"). The approximate value of the transportation services for all streams for the last complete fiscal year (2021/22) was approximately $148,000 Canadian dollars, plus HST. Note that this includes only organics shipments to Fundy Composting Inc. and does not reflect the change in distance to the new processor. The location of the new processor is located approximately 200km from the WMC, making the new round-trip approximately 400km whereas the previous round-trip was only approximately 60km.
