Continuing Services for Bulk Liquid Emulsion Polymer Supply and Delivery. The purpose of this Invitation for Bid (IFB) is to select a company to deliver liquid emulsion polymer for use as a biosolids coagulant and conditioner for the thickening and dewatering processes at JEA's Buckman Biosolids Disposal Facility (BBDF). If the proposed polymer is not one of the Pre-Qualified Polymers listed in Appendix A - Technical Specifications, the lowest responsive and responsible Bidder will be required to qualify its product through a production run test, prior to JEA's award of a contract. If the lowest Bidder's product does not pass the initial test, as outlined in the Appendix A Technical Specification, that Bidder will be rejected. JEA will then allow the second lowest Bidder to test its product. This qualification process will continue until the lowest responsive and responsible bidder is qualified. If JEA does not qualify any products, JEA may elect to rescind the solicitation. Additional information can be found in Appendix A - Technical Specifications.
