Site work and paving for a mixed-use development in Lewiston, Maine. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The scope of work for this program includes: furnishing and installing (except as noted) all materials labor and equipment necessary to resurface or rehabilitate streets or roads as listed, including utility cover adjustments: water gate box lowering and raising, tack coat, shim, and overlay; driveway preparation and lawn and driveway restoration; pavement removal, slip-form concrete curb; common excavation, aggregate base gravel; erosion and traffic control and cleanup. Interested bidders must register with the Purchasing Agent either through direct response to the City's RFP solicitation at mryerson@lewistonmaine.gov or by contacting the Purchasing Agent Allen Ward at 207-513-3040 or award@lewistonmaine.gov to be added to the bidders list. Questions and Requests for Information shall be submitted to Justin Bisson by email at JBisson@lewistonmaine.gov on or before noon, November 10, 2022. Questions and RFIs will be responded to via email to potential bidders on the Plan Holders List and those registered with the City Purchasing Department for this project. The Finance Committee reserves the right to waive any formality and may consider as informal any Proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any Proposal or reject any or all Proposals if it is deemed to be in the public interest to do so. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of 10 percent (10%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. Birch Street, from Bartlett Street to Howe Street: Scope: SIDEWALKS: Remove all pavement and curb from existing sidewalks. Box cut 6" of existing sidewalk material, and replace with 6" of Type A Gravel. Install new granite curb to both sides of the street. Ensure all curb ramps meet ADA Standards, adding detectable warning plates as needed. Pave sidewalk area with 2" of 9.5 mm HMA. Perform lawn repair as needed. Pierce Street, from Birch Street to Dead End: Scope: SIDEWALKS: Remove all pavement and curb from existing sidewalks. Box cut 6" of existing sidewalk material, and replace with 6" of Type A Gravel. Construct new sidewalks along both sides of Street (See map for locations), as well as connecting to existing concrete entrance to Paradis Park. Install new granite curb to both sides of the street. Add back curb to newly constructed sidewalk on southern side. Remove existing pavement at dead end of roadway, adding loam for new grassy area. Ensure all curb ramps meet ADA Standards, adding detectable warning plates as needed. Pave sidewalk area with 2" of 9.5 mm HMA. Perform lawn repair as needed. All work on this contract must be completed by August 31, 2023 or earlier.
