Martin County is seeking bids from licensed Contractors for the installation of gravity sanitary laterals from existing homes to vacuum pit laterals located in the adjacent right-of-way in the Golden Gate neighborhood. This project is being supported, in whole or in part, by a State of Florida Department of Environmental Protection (FDEP) grant agreement (NF092). Therefore, the successful Contractor(s) shall comply with all federal, state and local regulations, including, but not limited to, nondiscrimination, wages, social security, workers' compensation, licenses, and registration requirements. Non-mandatory None Bid Bond No Prohibited Communications. The Cone of Silence prohibits any communication regarding a RFB, RFP, RFQ or other competitive solicitation between any bidder (or its agents or representatives) or other entity with the potential for a financial interest in the award (or their respective agents or representatives) regarding such competitive solicitation, AND any County Commissioner or County employee, selection committee member or other persons authorized to act on behalf of the Board including the County's Architect, Engineer or their subconsultants, or to provide a recommendation to award a particular contract, other than Purchasing Division staff (pur_div@martin.fl.us). The Cone of Silence shall be in effect from the time of advertisement until contract award. Such communication shall result in disqualification. The County recognizes fair and open competition as a basic tenet of public procurement. Contractors doing business with the County are prohibited from discriminating on the basis of race, color, creed, national origin, handicap, age or sex. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. The County desires to select two (2) contractors to perform the scope of work contained herein. The work will be rotated equitably between the two (2) contractors. The lowest responsible bidder will be awarded the contract and the second lowest bidder will be asked to match the unit process of bid items #1 through #5. If the second lowest bidder elects not to participate, then the third lowest responsible bidder will be asked to match the lowest responsible bidder's pricing. This method will continue until two bidders are selected. In the event no alternate bidders agree to match the lowest responsible bidder's pricing, then the bid will be awarded only to the lowest responsible bidder, with the second lowest bidder being awarded the Contract as an alternate.
