The Polk County Board of Commissioners is requesting sealed Statements of Qualifications from qualified airport consulting engineering firms to provide professional planning services in connection with the Airport Capital Improvement Plan at the Polk County Airport/Cornelius-Moore Field in Cedartown, Georgia Submittals received after the set time will not be considered. All submittals must strictly conform to the specifications herein. Polk County, Georgia is seeking a qualified aviation consulting firm to provide professional on call, planning and environmental assessments services in connection with the Airport Capital Improvement Plan at the Polk County Airport/Cornelius-Moore Field in Cedartown, Georgia. It is the intent of Polk County to enter into a multi-year Master Agreement with a consultant for the upcoming five (5) year period. The selected consultant will negotiate and enter into individual sub-agreements for services, based on the scope of work, with Polk County on an assignment-by-assignment basis during the term of the Master Agreement. The selection ofthe consultant is being done in accordance with FAA Advisory Circular 150/5100-14E and applicable Georgia statues and laws. Responding firms must possess a current pre-qualification by the Georgia Department of Transportation in Area Classes No. 1.08 Airport Master Planning, No. 2.09 Airport Design and No. 8.02 Airport Construction Administration and Observation. The consultant and any sub-consultants proposed shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. Disadvantaged Business Enterprise (DBE) utilization is strongly encouraged. Proposed DBE firms are to be certified by the Georgia Uniform Certification Program. The consultant shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of all Federally-assisted contracts. Failure by the consultant to carry out these requirements is a material breach of the contract, which may result in the termination of the contract or such other remedy as Polk County deems appropriate. Polk County reserves the right to reject any and all submittals in response to this Request for any reason. The County is not liable for any costs incurred by the Consultant in the preparation or presentation of a response to this request. The scope of services to be included in the multi-year contract may include, but is not limited to, the following: 1. Prepare Project Funding Applications and Capital Improvements Program (CIP) Documents. 2. Prepare Airport systems and master planning, airport noise compatibility planning, environmental assessments, airport data collection/facility inventories, aviation forecasts and demand capacity analyses. 3. Assist with DBE Program Overall Goal Updates / Program Administration 4. Prepare/Update Property Line Map, Airport Layout Plan, and Environmental documents as necessary 5. Such other airport-related work as Polk County may deem necessary The County reserves the right to a) reject any or all proposals, or to make no award, b) require modifications to initial proposals or c) to make partial or multiple awards. The agency further reserves the right to excuse technical defects in a proposal when, in its sole discretion, such excuse is in the best interest of the County The method of contractor selection has not been determined at this time.
