Prepare the Stage 2 Closure Area to subgrade. Construction of approximately 7 acres geo synthetic landfill capping system. Prepare barrier protection and topsoil layers. Install surface water drainage. All other miscellaneous work as shown on the Contract Drawings and as specified herein. Contract Documents, including Advertisement For Bids, Information For Bidders, Labour and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements. Any Bidder (entity that submitted completed Bid Forms to the Oneida-Herkimer Solid Waste Management Authority) upon returning such set in good condition within thirty (30) days following the award of the Contract or the rejection of the bids will be refunded his full payment. Any non-bidder (including material suppliers, subcontractors, or those that provide quotes to Bidders) upon so returning such set in good condition within thirty (30) days following the award of the Contract or the rejection of the bids will be refunded Twenty- Five Dollars ($25.00). Checks only shall be made payable to the Oneida-Herkimer Solid Waste Management Authority. CASH DEPOSITS WILL NOT BE ACCEPTED. ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER. All Bidders must attend. Each bid must be accompanied by security in an amount not less than five per centum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty- five (45) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Oneida- Herkimer Solid Waste Management Authority prior to incorporation into the work of the Contract. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
