Renovation of a municipal facility in Austin, Texas. Completed plans call for the renovation of a municipal facility.
As of 12/8/2022, project not awarded yet. A timeline for award was not established. The State Preservation Board (SPB) is requesting responses to this Request for Proposal for an experienced preservation general contractor with five (5) years or more of experience relevant to the scope of work described herein to perform services at the 1857 Old General Land Office Building which houses the Capitol Visitors Center (CVC). The scope of this project includes: replacement of slate roof including addition of fall protection and relocation of roof hatch, repair and replacement of exterior stucco, minor repair to wood windows and doors, repainting of wood and stucco. On-site work shall commence no later than March 7, 2023 and be completed by September 22, 2023. A. Conduct early exploratory demolition to inform design details: 1. Exploratory demolition at existing interface of roof deck and parapet to examine masonry conditions at planned reglet. 2. Exploratory demolition at top of exterior wall behind box gutter to examine masonrynconditions at planned restoration of decorative stucco cornice. 3. Exploratory demolition under roof deck at downspout locations to confirm condition of deck and backing masonry to accommodate drains through the roof deck from planned pole gutters to exterior vertical channels for downspouts. B. Replace roof 1. Replace slate roof, including demo down to, and minor repair of, historic plank wood decking below, replacing new deck plywood deck, membranes, flashing, and slates as designed. 2. Remove box gutter with replace with pole gutter detail at roof edge. 3. Cap chimney stacks with copper flashing. 4. Install fall protection davits. 5. Replace lightning protection terminals on new roof in original locations, re-using leaders. C. Masonry - 1. Remove biological growth from all stucco surfaces. 2. Stucco repair: a. Fully replace stucco at water table, two horizontal cornice bands and parapets, as indicated in elevations. 1. Strip water table, second floor and attic projecting horizontal bands with connected window sills, and parapets of stucco down to circa substrate below. 2. Patch and stabilize base units as necessary. 3. Reapply stucco in these areas, with special treatment at skyward facing surfaces. b. Re-create top trim band at current location of box gutters. c. Treat stucco at roof deck interface to allow for reglet. d. Remove and patch delaminated stucco e. DHL crack injection at stucco cracks without delamination. f. Repoint entry stairs. 3. Repointing and replacement of unit masonry a. Repoint unit masonry with center-cut method at limestone perimeter base. b.Replace limestone at NW base. (see SPC conditions assessment Figure 46) 4. Note that the Owner will be providing training services to allow the contractor to meet all certification requirements of the specifications. Plan for 28 hours of time invested with staff to achieve the permits. D. Windows 1. Remove existing paint to sound and tight conditions. 2. Consolidate any soft wood. 3. Infill checking with epoxy fill - should be limited, and contained to drip edges. 4. Any rot is being removed and patched with Dutchman repairs, only one area has been identified. 5. Apply UV-blocking/safety window film to the interior of all glazing. E. Moisture protection 1. Replace all perimeter sealant around windows 2. Replace all glazing at each window pane. 3. Repair all bronze weatherstripping. 4. Replace all ground level sealant at sidewalks and at perimeter of base stone. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
