GENERAL C.1. The contractor shall furnish all labor, materials, equipment, personnel, supervision and transportation to perform all operations in connection with cleaning/degreasing cooking exhausts, ducts, hoods, and grease troughs in accordance with NFPA 96 during scheduled hours. All work areas shall be left clean after completion of work and all debris shall be removed. C.1.1. Items Replacement. All defective components, parts, and materials shall be reported in writing to the Contracting Officer's Representative (COR). Any items damaged by the Contractor shall be replaced by the Contractor at no cost to the Government. C.1.2. Coordination of Work. The contractor shall contact the COR within 1 week after contract award to schedule the work. The buildings are in use and normal operations cannot be discontinued. The contractor shall schedule the work for each building with its tenant. The work shall be scheduled as necessary (days, nights, and weekends included) to accomplish work. In the event that a satisfactory schedule cannot be developed, the COR shall be notified immediately. A work schedule shall be submitted to the COR NLT the 10th of each calendar month. Cancellations of scheduled work shall be avoided as much as possible. If a cancellation is unavoidable, the contractor shall notify the COR and facility manager as soon as possible. The contractor will need to reschedule the cleaning as soon as feasible and ensure the COR is notified immediately. Inspectors shall be given the opportunity to see the condition of the exhaust hood/duct in cleaning operation. If an inspector is not available, the contractor shall take before and after pictures of the cleaning of each Range Hood and Exhaust Fan and send to the COR NLT next business day. The contractor shall report to the COR or designated inspector before beginning work and upon completion of work. C.1.3. Location of work is at Fort Huachuca, Arizona. Fort Huachuca is situated at the base of the Huachuca Mountain Range at approximately 4,667 feet in elevation. This elevation typically affects newcomers to the installation taking approximately 30 days to adjust to the change in atmosphere. This terrain provides for lower temperatures than nearby Tucson and Phoenix. The proximity of the mountains to the installation provides for more severe weather systems in the area. Place of Performance and Hours of Operation. Place of Performance. The work to be performed under this contract will be performed at the locations listed in Technical Exhibit (TE) 1. Hours of Operation. The Government's regular (normal) hours are from 0700 - 1600 hours, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar W9124A23R0002 Page 84 of 98 Government directed facility closings. The Contractor will have to conduct some work during regular and some after regular hour in some locations Period of Performance (PoP) consists of 5 years. The PoP is as follows: Base Period 01Dec- 2022 - 30 Nov 2023 Option Period I 01 Dec 2023 - 30 Nov 2024 Option Period II 01 Dec 2024 - 30 Nov 2025 Option Period III 01 Dec 2025- 30 Nov 2026 Option Period IV 01 Dec 2026- 30 Nov 2027 INSTRUCTIONS TO OFFERORS: 1. Due to the expected high interest in this service acquisition, all questions pertaining to this solicitation shall be addressed to both the Contracting Officer, Douglas S. Kirby, and the Contract Specialist, Matthew J. Ray, via e-mail to both parties at douglas.s.kirby.civ@army.mil and matthew.j.ray8.civ@army.mil. The applicable W9124A23R0002 Page 47 of 98 Performance Work Statement (PWS) paragraph number and solicitation CLIN shall precede all questions as applicable. The Government requests that you submit questions no later than 2:00 p.m. Arizona time, November 9, 2022, to allow the Government sufficient time to respond prior to the closing date. Questions submitted after 2:00 p.m. Arizona time, November 9, 2022 may not be answered due to availability of personnel and time constraints. All questions and answers will be posted to sam.gov under the announcement number for this solicitation, without an identification of the requestor. Offerors are responsible for submitting proposals by e-mail to addresses listed above by November 14, 2022, 4:00 p.m. Arizona Time. The proposal must be complete, and respond directly to the requirements of this solicitation. 2. Technical: Proposal must address elements listed at Factor 1 - Technical (see clause 52.212-2). 3. Determination of Responsibility: Offeror must provide two (2) references that demonstrate experience with range hood cleanings and timely delivery of the items outlined in the PWS and Technical Exhibit 1. Determination of Responsibility is a requirement of FAR 9.104-1 (General Standards). 4. Price: Prospective offerors are required to propose unit prices based on 12 months of performance per CLIN period inclusive of all Contract Line Items (CLINS) listed in the solicitation. At the Price Summary, the offeror shall then enter the total amount in the total amount column and total all contract periods. The offeror must include a separate line item price at the Price Summary inclusive of the additional six (6) month period IAW FAR 52.217-8. The offeror should divide Option Period IV's pricing in half then insert this number for the "Six Month Option Pricing". 5. Proposal submission: Offerors complete proposal shall consist of: a. TechnicalProposal addressing elements in Factor 1 (see clause 52.212-2). b. Two references supporting Determination of Responsibility. c. Proposed unit prices and total prices for each CLIN. d. Proposal Pricing Summary. SITE VISIT PLACE: Directorate of Contracting Conference Room, Building 22208, 1st Floor (in back of building) 600 Augur Avenue, Fort Huachuca, AZ DATE: October 20th, 2022 TIME: 08:00 a.m. Arizona Time NOTE 1: Arizona does not observe Daylight Savings Time. NOTE 2: This will be the only site visit for this solicitation. Prospective attendees are requested to notify the Directorate of Contracting Operations Branch, Contract Specialist, Robert White at e-mail robert.j.white88.civ@army.mil if they are planning to attend the site visit. Please submit your intention to attend no later than 2:00 p.m., October 18, 2022 to ensure we have a large enough room. Please provide company name and the name of each individual who will be attending. Fort Huachuca installation access requires a valid state driver's license, current vehicle registration and current vehicle insurance card. Please allow one (1) hour to gain clearance onto the installation.
