As of October 4, 2024, the City has retained the services of an engineer to manage the team of consultants (consultants) selected to complete the feasibility study for the Rum River Dam Modification Project. They will provide design services related to maintenance platform across the dam, integration of the proposed project with the downtown public realm and lighting design. The Anoka Dam Modification Project construction costs are estimated at $11.95 million. The amount requested to complete the feasibility study and begin the engineering design to work toward shovel ready plans for the project is $500,000. Modifications include the appropriate retrofit, modification and/or reconstruction of several components of the dam to achieve the following: - Operational and safety improvements, including an automated crest gate system to replace the flashboards and construction of maintenance platform to aid in safe removal of deadfalls and debris. Alleviates need for crew to traverse the dam under varying conditions to install flashboards. The platform will also provide a pedestrian crossing and trail connection improving pedestrian mobility and safety. - To support the generation of hydroelectric power to provide green energy - Renovation of the spillway to create a lock or implementation of some other structure that would allow small watercraft to portage the dam - To facilitate recreational river surfing below the dam - To create a fish passage and to enhance environmental benefits This project includes improvements for the intersections of Belt Line Road and Addison Road, Belt Line Roadand Beltway Road, and Addison Road and Sojourn Drive traffic signal and ADA pedestrian ramp. This includes a complete replacement and redesign of the traffic signals and ramps at the intersections. These improvements were identified in the asset management plan and the ADA transition plan. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as they become available.
