All materials shall meet the requirements of the applicable portions of
the current INDOT Standard Specifications except as noted below.
An escalation/de-escalation clause is permitted where applicable and
shall have the following form:
Bidder shall decrease the contract unit price and have the right to
increase the contract unit price in an amount equal to the bidder's
decrease or increase in costs of materials and supplies occurring
subsequent to the date on which such bid is submitted (hereafter
referred to as "base date") to the Board having authority to award
contracts. Any increase or decrease in the bidder's cost of materials
and supplies after the base date shall be determined monthly and
shall be verified by proper documents furnished to the responsible
awarding Board which shall include proof of price to the bidder from
the bidder's source of supply.
Item #1 Liquid Bituminous Asphalt Materials
10,000 Tons, More or less, of liquid asphalt, including a combination
of the products listed in Appendix A.
Bidders may supply two prices for each material -- Plant pickup or
supplier to deliver at various locations anywhere in the county. The
County does not guarantee the quantities shown and reserves the
right to decrease or increase these quantities significantly.
Item #2 HMA Mixtures -- County Pickup, Delivered and Placed
20,000 Tons, more or less of HMA mix to include a combination of the
products listed in Appendix A.
Materials are to be used by the County for the purpose of widening,
wedge and leving, and resurfacing of various county roads throughout
Clinton County. The material will be picked up at the plant, hauled and
applied by County's own forces. The County does not guarantee the
quantities shown and reserves the right to decrease or increase these
quantities significantly.
When PG 58-28 is specified in Binder Replacement Mixtures, PG 64-
22 may be substituted. All suppliers will be required to submit test
results of all materials supplied to the County Highway Department.
All asphalt mix suppliers shall submit a mix design that meets INDOT
specifications with their bid for 2023. All materials are subject to be
tested by the Highway Department and any material tested and not
found to meet Department specifications or submitted mix designs are
subject to being rejected at that time. Maximum Binder Replacement
Content of any HMA is 15%. All loads shall be weighed on certified
scales at the point of pickup. Weight tickets shall be completed and
signed by the weigh person and the person receiving the material.
Bidders may provide material bids for any or all materials listed in the
bid list. Bidders must include minimum specifications on any and all
materials not covered by the INDOT specifications.
All bidders must submit their bid using this Specification Package. All
Prices shall be firm for the year 2023.
