The Town of Ravenel, SC is seeking a company to provide regular building plan review, permitting, and inspection services, to include all labor, materials, supplies, and equipment needed and related to commercial and residential construction within the Town of Ravenel. The company will provide a web-based permitting platform, a committed Customer Service Representative, all building permit and plan reviews that have approved Zoning Permits, and all building inspections required by State code. This Request for Proposal (RFP) is issued to obtain adequate information from interested firms and individuals with the qualifications necessary to provide regular building plan review, permitting, and inspection services related to commercial and residential construction within the Town of Ravenel town limits. The Town of Ravenel desires to select and negotiate an acceptable contract with such a firm or individual to perform the Scope of Services found in Item III. It is the Town's intent that this RFP will serve as the basis for negotiations of a contract for three (3) years, with options to renew twice for one (1) year following the initial contract term. The Town of Ravenel is located along Savannah Highway (US Hwy 17), South of Charleston, SC. Ravenel is a rural community of about 2,500 people. The Town of Ravenel reserves the right, and has a duty to, hire the most qualified provider for the scope of services requested. This may result in the Town contracting with any individual or company that responds to this RFP that, in the determination of the Town Council, is qualified to complete the job, regardless of bid price. The Town of Ravenel may also disqualify bidders and/or cancel, rebid, or extend the RFP or bid review process pursuant to Ravenel and State of South Carolina procurement laws. A list of references for similar services
Statement of plan review timeline
Proof of necessary insurances, qualification statements, and certifications
Proposed rate structure for residential and commercial projects
The proposed fee split for both plan review and permit fee and frequency of payments An individual or company responding with a submittal and subsequently successfully negotiated contract with the Town of Ravenel will submit adequate insurance certificates, and be able to begin work twenty (20) days after Notice to Proceed. The individual or company selected will provide all labor, materials, safety equipment, supplies, and equipment necessary for permitting and inspection services at any location and for any building project in the Town of Ravenel. The company selected will provide:
- A web-based permitting platform for Town customers and staff to apply for and review the status of all building permits and inspections for projects.
- A committed customer service contact to which the Town staff will refer customers that do not/cannot use the web-based platform.
- All building permit and building plan reviews for projects that have approved Ravenel Zoning Permits.
- All building inspections required by state code Other permitting or inspections, outside the Scope of Services above, may be contracted for as such a need arises; provided the company has the ability and expertise to provide such work. One (1) hardcopy and one (1) .pdf electronic copy of the proposal should be included.
