Completed plans call for the renovation of a educational facility; for site work for a educational facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; and for outdoor lighting for a educational facility.
A Pre-Bid Request for Information Form is available in this bid package. Modernization of existing General Classrooms in Buildings 200, 300, 400 and 500. The work consists of replacing doors, ceilings, lights, flooring, toilet room renovations and upgrades to exterior railings, doors, windows, and adjacent site work. Modernization of existing Building 800: The work includes a new Culinary Food Classroom, Art, Graphic Design, Photo Lab, Ceramics, Black Box Theater, and a Dance Studio. Two (2) new connecting aerial walkways and (2) new elevators. Quad Modernization: The work consists of demolishing the existing Quad: New work consists of pavement, platform, site seating and surrounding planter boxes and electrical infrastructure for future power and lighting work. Site improvements including new asphalt and concrete paving, curbs, gutters, Landscaping, Security gates and fencing, Site furnishings, signage, site lighting and underground utilities. To bid on this Project, the Bidder is required to possess one or more of the following State of California contractors' license(s): Location- El Modena High School 3920 East Spring Street Orange, California, 92869 Additionally, the Bidder and any subcontractor designated to perform asbestos or hazardous materials abatement work is required to possess a DOSH ASB - Asbestos Certification and HAZ-MAT Certification pursuant to applicable California law in order to perform the work set forth in the Specifications sections that require asbestos-containing construction materials and/or hazardous materials related work. This requirement applies to all subcontractors or any tier whether such subcontractor was designated pursuant to Public Contract Code section 4104 or not. Any and all applicable licensing, certification(s), and/or training requirements must be met and remain current and valid throughout the term of the contracted work. Bidders will be required to submit the Certifications within 24 hours after the District's bid opening, to the contact listed in the bid: Ms. Jewelia Noriega. The District does not ensure the availability, accuracy or completeness of plans, specifications, and any other bid documents related to this bid if they are not obtained from American Reprographics Company ("ARC"). It shall be the sole responsibility of the bidder to confirm and ensure it has received all bid documents for the Project. Pre-bid Inquiries due by December 5, 2022, no later than 4:00 p.m., shall be submitted to Ms. Jewelia Noriega, via e-mail only, at the e-mail address provided in this Notice. Pursuant to Public Contract Code section 20111.6, only prequalified bidders will be eligible to submit a bid for the Project. See Instructions to Bidders for further details on which bidders must be prequalified. Any bid submitted by a bidder who is not prequalified shall be deemed nonresponsive and returned unopened to the bidder. Moreover, any bid including subcontractors (as defined in Public Contract Code section 4113) holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses ("MEP" subcontractors) who have not been prequalified, shall be deemed non- responsive and will not be considered. It is the sole responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the MEP subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the MEP subcontractor holds one of the licenses listed above. e site entrance. Interested bidders shall refer to the District's prequalification requirements on Quality Bidders for all requirements. 7. All bids shall be on the form provided by the District. Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders. A bid bond by an admitted surety insurer on the form provided by the District, cash, or a cashier's check or a certified check, drawn to the order of the Orange Unified School District, in the amount of ten percent (10%) of the total bid price, shall accompany the Bid Form and Proposal, as a guarantee that the Bidder will, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the Contract for the Work. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code. The successful bidder will be required to certify that it either meets the Disabled Veteran Business Enterprise ("DVBE") goal of three percent (3%) participation or made a good faith effort to solicit DVBE participation in this Contract if it is awarded the Contract for the Work. The Contractor and all Subcontractors under the Contractor shall pay all workers on all Work performed pursuant to this Contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to section 1770 et seq. of the California Labor Code. Prevailing wage rates are also available on the Department of Industrial Relations ("DIR") . This Project is subject to labor compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4 and subject to the requirements of Title 8 of the California Code of Regulations. The Contractor and all Subcontractors under the Contractor shall furnish electronic certified payroll records directly to the Labor Commissioner weekly and within ten (10) days of any request by the District or the Labor Commissioner. The successful Bidder shall comply with all requirements of Division 2, Part 7, Chapter 1, Articles 1-5 of the Labor Code. The District shall award the Contract, if it awards it at all, to the lowest responsive responsible bidder based on: A. Total Base Bid amount only. The Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received or in the bidding. If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening. (a) Modernization of existing Building 800. The work includes a new Culinary Food Classroom, Art, Graphic Design, Photo Lab, Ceramics, Black Box Theater, and a Dance Studio. (b) (BID ADD ALTERNATE) Expansion of the existing Administration Building along with adjacent sitework to the east and west, and the renovation of the existing interior spaces of the Administration Building; The work consists of replacing doors, ceilings, lights, flooring, and Toilet Room renovations. (c) Demolish the breezeway metal deck canopy in the center of campus, temporarily suspend overhead low voltage lines installed on current canopy, replace decking and roofing (Summer Work). (d) Quad Modernization: The work consists of demolishing the existing Quad. New work consists of pavement, platform, site seating and surrounding planter boxes and electrical infrastructure for future power and lighting work (Summer Work). PHASE 2: (b) Installation of Two (2) new connecting aerial walkways and (2) new elevators. (a) Modernization of existing General Classrooms in Buildings 400 and 500. The work consists of replacing doors, ceilings, lights, flooring, toilet room renovations and upgrades to exterior railings, doors, windows, and site work. PHASE 3: (a) Modernization of existing General Classrooms in Buildings 200 and 300. The work consists of replacing doors, ceilings, lights, flooring, toilet room renovations and upgrades to exterior railings, doors, windows, and site work.
