Site work and paving for a mixed-use development in Walla Walla, Washington. Design plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

As of November 7, 2023, an engineer has been selected. This project is in the design phase at 30-60% design level. Although a firm timeline for construction has not been determined, it is anticipated bidding will commence late 2024, with construction starting spring 2025. *The closed solicitation has been included below for reference: The City of Walla Walla Engineering Division is requesting a Summary of Qualifications for design engineering services as part of the Pine Street TBD - 2 nd Avenue to 9 th Avenue Project. In July 2020, the city hired Anderson Perry and Associates (AP) to complete 30% designed plans and assist with grant pursuit. As part of the federal grant award, the city must solicit consultants through a competitive process. The City's intent is to have a consultant continue the design phase from 30% to final design of this 0.4-mile project from 2 nd Avenue to 9 th Avenue. Pine Street is an arterial which sees traffic volumes approaching 7,250 ADT. The road is 2-lane with curb, gutter, planter strips and sidewalk. The road and lane widths vary throughout the corridor. Pine Street is part of one of the major east-west corridors for the city, it is a designated truck route between N. 2nd Avenue and SR 125 (9th Avenue). Pine Street is also identified as a Bike Route. Pine Street is ranked 9 th on the City's Transportation Benefit District (TBD) citizen priority list. At this time, the City's Transportation Benefit District (TBD) fund is the primary local funding source for design. The City has secured a Department of Ecology Grant for $1,706,189. The City has been preliminarily notified for award of a National Highway Freight Program (NHFP) grant in the amount of $1,200,000, which will be used for construction only. The City has also submitted a Pedestrian and Bicycle Program (PBP) grant application and a Safe Streets for All (SS4A) grant, both of which will be determined for award in 2023. The City's design goal is to completely reconstruct the corridor providing a complete street design that meets the needs of all users including the truck route connection from US Highway 12 to State Highway 125 (9th Avenue). The proposed project will reconstruct the roadway section of Pine Street from the 2 nd Avenue intersection to N. 9 th Avenue and Cayuse intersection. The project will replace all non-ductile iron water mains, and all galvanized water services, and sewer main/services, attempt to infiltrate all project stormwater, create dedicated bike lanes, make ADA improvements, install a new traffic signal at the intersection of 9th Avenue and Pine Street, install street lighting, reconfigure intersection alignments for improved sight distances, update signage to meet MUTCD and City standards, optimize fire hydrant placement and replace and add landscaping. Consultant will also need to provide services for right of way acquisition for the Pine/9th intersection improvements, environmental services, and other items as described under "Required Project Deliverables." The City reserves the right to modify or withdraw the RFQ at any time without prior notice. The City reserves the right at its sole discretion to reject any and all Summary of Qualifications received without penalty. The City may reject Summary of Qualifications without providing the reasons) underlying the declination. The City also reserves the right to not issue a contract as a result of this RFQ. A failure to award a contract will not result in a cause of action against the City. The RFQ does not obligate the City to contract for services described herein.
