Site work and paving for a road / highway in Whittier, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Project Limit:Norwalk Bl at Balfour St; Norwalk Bl at Mines Bl; Norwalk Bl at Reichling Ln; Cully Av at Balfour St; Cully Av at Phelan Elementary; Glengarry Av at Coolhurst Dr; Reichling Ln at Glengarry Av; Broadway at Mines Bl; Rose Hedge Dr at Cedarcliff Av; Rose Hedge Dr at Gretna Av. Scope:Road reconstruction including bulb outs, curb ramp improvements, sidewalk improvements, new sidewalk, accessible pedestrian push buttons, and traffic loop improvements. Sealed bids will be accepted by Los Angeles County Public Works, Project Management Division III, for the curb ramp improvements, bulb outs, sidewalk improvements, road surfacing, and the performance of other appurtenant work under Project ID No. RDC0016316, Los Nietos Safe Routes to School Phase II, in unincorporated communities of Los Nietos and West Whittier. The work shall be done in accordance with the Plans and Specifications on file and open for inspection at Public Works. The work is estimated to cost between $1,700,000 and $2,500,000 and shall be completed in 80 working days. The prime contractor shall possess a valid California Class A contractor's license. Prebid questions regarding the Plans and Specifications shall be submitted via email only to: Ms. Agnes Nguyen at agnguyen@pw.lacounty.gov. The successful bidder must comply with Chapter 2.212 (COVID-19 Vaccinations of County Contactor Personnel) of County Code Title 2 - Administration, Division 4 as a condition of performing work under the contract. Bidders are advised to review the requirements of Chapter 2.212 (COVID-19 Vaccinations of County Contactor Personnel) and the sample contract requirements prior to submitting a bid. Each bid must be accompanied by a surety bond payable to County of Los Angeles in an amount equal to at least 10 percent of the bid to guarantee that the bidder will enter into the contract if it is so awarded. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. All persons performing the work shall be paid not less than the General Prevailing Wage Determination prepared by the Director of Industrial Relations pursuant to the State Labor Code. Copies of these wage rates are available at Public Works. The rate of compensation for any classification not listed in the schedule, but which may be required to execute the contract, shall be commensurate and in accordance with the rates specified for similar or comparable classifications or for those performing similar or comparable duties. The Disadvantaged Business Enterprise (DBE) goal for this contract is 15 percent. The County hereby notifies all bidders that it will affirmatively ensure that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex, or national origin in consideration for award of any contract entered into pursuant to this advertisement. The County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. MBE (28.3%), WBE (6.9%), DBE (15%) It is anticipated the work will start in April 2023 and be completed in October 2023.
