Site work for a water / sewer project in Delran, New Jersey. Completed plans call for site work for a water / sewer project.

Each proposal must be submitted in writing on the proposal pages furnished in the Contract Documents; this entire document must be submitted at the time of bid. Bids may be hand-delivered or submitted by mail. However, firms choosing to submit their bids via United States mail, Federal Express, UPS, messenger service, etc., are required to have such mail delivered prior to the specified bid opening time. Proposals shall be submitted in a sealed package with the words Township of Delran Route 130 Sanitary Sewer Rehabilitation Phase I and the name and address of the Bidder written thereon. Though the Township of Delran will accept bids received by mail or other courier services, all bids shall be properly labeled with the name and time of the bid on the outside of the delivered package, and the Township of Delran takes no responsibility for the loss, non-delivery, late delivery or physical condition of the bids so sent. The Township of Delran will accept only original and originally executed bidding documents. Photocopies or telefax copies of such documents will not be accepted in lieu of originals. The work under this proposal shall include the furnishing of all labor, material and equipment necessary to perform the work as shown on the Contract Drawings and as specified. All construction shall be included in a single overall Contract. The Contract generally consists of the cleaning and lining of approximately 3,200 LF of 16-inch diameter sanitary sewer, rehabilitation of approximately 139 VF of existing manholes, and all other work in accordance with the Contract Documents. Each Bid shall be accompanied by Bid security consisting of either a Bid Bond, cashiers check or a certified check made payable to the Township of Delran and in the amount of ten percent of the Bid price, but not to exceed $20,000.00. Such checks or Bid Bonds will be returned to all except the three apparent lowest responsible bidders, unless otherwise requested, within ten (10) working days after the opening of Bids and the proposals of such bidders shall be considered as withdrawn. The checks or Bid Bonds of the remaining unsuccessful bidders shall be returned within three (3) days after the awarding and signing of the Contract and the approval of the accepted Bidders Performance Bond, or if no award will be made. Each Bid must also be accompanied by a certificate of Consent of Surety from a Bonding Company licensed to do business in the State of New Jersey and named in the current list of Surety Companies Acceptable on Federal Bonds, U.S. Treasury Department, for the furnishing of Bonds as hereafter described. A Performance Bond and a Labor and Materials Payment Bond for one-hundred percent of the Contract Price, issued by a company authorized to do business in the State of New Jersey, will be required for the faithful performance of the Contract. All required Bonds shall be submitted and approved on or before the time set for the execution of said Contracts. Certificates and Bonds Shall Be on the Forms Included in the Contract Documents. Each proposal shall be accompanied by a certified Disclosure of Investment Activities in Iran form in accordance with the requirements of the State of New Jersey, Division of Purchase and Property, pursuant to Public Law 2012, c. 25. The party to whom this Contract is awarded shall be prepared to execute the Contract within twenty-one (21) days of the date of the Notice of Award. Should the successful Bidder, to whom the Contract is awarded, fail to comply with the above provisions as to the Performance Bond and Labor and Materials Payment Bond and to execute said Contract within the time set forth above, the Township of Delran may, at its option, declare the successful Bidder in default, the Contract abandoned by it, and may further take such proceedings as it may deem necessary to protect the interest of the Township of Delran. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27), and N.J.S.A. 10:5-31 et seq., all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. The Township of Delran reserves the right to reject any or all Bids and also reserves the right to waive any informality in the Bids and to accept the Bid which, in its judgment, best serves the interest of the Township of Delran. The number of days allowed for the completion of the contract shall be 90 calendar days in accordance with LPC 40A:11-17. Contract Documents for the proposed work prepared by Michael J. McClelland, P.E., Consulting Engineer, CME Associates, may be examined at the office of said Engineer, at 3141 Bordentown Avenue, Parlin, New Jersey or at the Township of Delran at the aforementioned address between the hours of 9:00 a.m. and 4:00 p.m. Contract Documents may be obtained by contacting the office of the Engineer until 48 hours prior to the time set for the opening of bids.
