Upgrades to the wastewater treatment plant. . The YWWTF, due to the present position in the equipment life cycle, requires an assessment to determine short and medium-term upgrades and replacements of key components. The report generated will also include a proposed a planning schedule of the short term, medium term, and long term YWWTF upgrade planning needs. The YWWTF is required, over a regulatory specified timeline (before 2040), to meet secondary treatment level quality effluent to be able to comply with standards under WSER. TIMELINE: As of November 2022, the Town of Yarmouth awarded a Request for Proposal (RFP) to qualified engineering consultants to complete a comprehensive review, and assessment, of the Yarmouth Wastewater Treatment Facility (YWWTF) significant mechanical, and electrical components and infrastructure, and treatment capabilities. The report will also include an upgrade timeline that is in concert with bringing on-line a proposed candidate secondary treatment technology. The consultant will collaborate with YWWTF personnel, and review all available relevant design information including but not limited to; Facility treatment design including drawings, as-builts, hydraulic gradients, technical specifications for all significant components and equipment related to the YWWTF. The consultant will conduct a life cycle analysis of the key mechanical, electrical and infrastructural components of the YWWTF. The consultant will conduct an assessment of the present treatment capabilities to inform the proposal for the type of upgraded treatment required for future needs. Based on the assessment of the YWWTFs present capabilities and identified constraints, the consultant will propose the most suited candidate upgrade treatment technologies, outline the advantages and disadvantages for each, and make a recommendation for the best choice. The consultant will propose sequenced project/ upgrade planning, including costing, as well as the successive steps and timelines for upgrading for all future needs including bringing YWWTF into compliance with WSER by 2040. Projects resulting from the study will be released late 2023 based on funding approval.
