Jasper County (County) through its Engineering Department (Engineer) will be accepting bids for completing the site earthwork associated with Phase 1 of the proposed Secondary Roads Liberty Avenue Yard. The following items of work are included in this bid: Strip and stockpile onsite approximately 18,000 cubic yards of topsoil. Topsoil striping depth will vary depending on observed field conditions. Place and compact in maximum 12-inch lifts approximately 39,000 cubic yards of fill in proposed Phase 1 construction limits. Material shall be cut from proposed onsite detention basin and other onsite areas as designated by the Engineer. Phase 1 area should be at proposed subgrade elevations when complete. Provide, install, and maintain erosion and sediment control measures in accordance with the Phase 1 Erosion Control Plan and the requirements of the Stormwater Pollution Prevention Plan (SWPPP) during completion of work. County will assume maintenance of erosion and sediment control measures after work is completed. Provide and install pipe culvert and associated aprons for storm water detention basin. Pipe shall be installed per SUDAS Standard Specifications and manufacturers recommendations. Complete layout of work. Engineer shall provide a .tin file for the Contractors use. Mobilization and demobilization to and from the site. Work shall be in general conformance with the applicable Iowa Statewide Urban Design Specifications (SUDAS Standard Specifications) and Iowa Department of Transportation Standard Specifications for Highway and Bridge Construction. The Jasper County Board of Supervisors (Board) in consultation with the Engineer reserve the right to reject any and all bids, and to accept the bid which, in the opinion of the Board, represents the best interests of the County. Any exceptions to the bid documents must be clearly written and submitted on a separate page from the bid form. No Pre-Bid Conference will be held. Apparent areas of clarification, errors, conflicts, discrepancy, omissions, or other deficiencies present in the bid document shall be brought to the attention of the County Engineer no later than five (5) working days prior to bid opening. Communications shall be submitted in writing via the email address provided on the cover sheet. Verbal communications will not be considered. County Engineer shall respond via written Addendum emailed to the bidders. Bidders shall acknowledge receipt of addendums on the Signature and Authority Affidavit Form in Appendix A. Award(s) shall be made based on the lowest total cost from a responsive, responsible bidder who meets specifications. Further, the ability to mobilized and start work on the site on or before December 5 th , 2022, will be considered when making this award. Award will be made by board action at the regularly scheduled November 22 nd , 2022 meeting. Successful bidder shall be notified of award in writing via email after approval by the Board. Work can start on or before December 5th, 2022, and shall be completed on or before May 1st, 2023.
