Any interested company that would like to express its intention to carry out this contract must demonstrate its ability to provide the services according to the needs and obligations identified in the documents Description of the services required and Appendix 1 . Gaudreau Environment Inc. is the only company on the territory to offer all of these services. During the last public tender process launched in 2013, only one other bidder showed interest. Although he was the lowest bidder, he had assigned his contract to the Victoriaville contractor even before having to execute it. The extensive research we have carried out on the market shows us that the situation has remained unchanged in this sector of activity since 2013. The Victorian company largely dominates the market. Consequently, we are of the opinion that, in compliance with the principles set out in section 2 of the LCOP, and under subparagraph 4 of the first paragraph of section 13, a call for tenders would not serve the public interest.
