As of May 20, 2024, per owner, they won't start construction until about 2027. They are currently in the design phase. A design team has been identified. The City of Portland, Bureau of Environmental Services is seeking proposals from individuals, firms, teams or consultants, hereafter called "Proposer(s)," with demonstrated experience in successful management, investigations, design, permitting, and construction engineering support, and proposes to engage the successful Proposer for the following services: a. Project Management - Management of consultant's project team, project scheduling and cost control, project quality control, change management, etc. b. Project Development Phase -Data review, alternatives evaluation, and recommendations of preferred alternatives, c. Pre-Design Phase -Engineering design services up to 30% Design d. Design Phase - Engineering design services up to 100% Design, and engineering support for the selected project delivery method e. Permitting - Engineering services for preparing permit application documents and obtaining permits f. Alternative Project Delivery Supports- Engineering services to provide supports for Value Engineering (VE) and Guaranteed Maximum Price (GMP) development by CM/GC. g. Construction Phase - Engineering services to support construction and testing h.
