From qualified firm(s) to provide 2024 Master Plan Services Preparing and providing a 100% version (final) of the referenced document and discussing it with staff. The document should include, but not be limited to: volume 1) Executive Summary, volume 2) Collection System Master Plan, volume 3) Water Quality & Resource Recovery Plant Master Plan, volume 4) WCW Facilities Master Plan, and 5) Master Plan Workshops and Meeting Minutes. Tables, figures, and lists of terms and acronyms should be included as best as possible to be able to provide WCW with an accurate depiction of the current situation and proposed methods of resolution. The GIS file should have pertinent layers that are related to the Master Plan and can be easily accessed. Questions and Requests for Clarifications (RFCs) Due: November 18, 2022 WCWs Response to Questions/RFCs: December 9, 2022 Interviews (if required): February 8, 2023 Consultant Selection Date (tentative): April 5, 2023 WCW reserves the right to amend this RFP at any time. Any amendments to or interpretations of the RFP must be described in written Addenda. It is the Proposers responsibility to monitor OpenGov Procurement on a regular basis. Only signed Addenda, issued by WCWs authorized personnel, are binding. Proposers must acknowledge the receipt of each individual Addendum in their proposals through WCWs eProcurement Portal. Proposers failure to acknowledge in its proposal receipt of Addenda, may, at WCWs sole option, cause the proposal to be rejected. If WCW determines that the Addenda may require significant changes in the preparation of proposals, the deadline for submitting the proposals may be postponed by the number of days that WCW determines will allow Proposers sufficient time to revise their proposals. Any new due date will be included in the Addenda. Staff will be available to answer Proposers questions. Please allow ample time to register prior to the meeting start time. Attendance at this meeting is not mandatory, but is highly recommended. The meeting will consist of a review of the solicitation process, requested Services and required proposal submittals. The meeting is anticipated to take up to one (1) hour. Please refer to the solicitation schedule in the Invitation for date and time. Submission of a proposal constitutes a firm offer to WCW for 180 days from the Proposal Submission Deadline set forth in the solicitation schedule. Proposers may withdraw their proposal via WCWs eProcurement Portal prior to the Proposal Submission Deadline set forth in the solicitation schedule. The withdrawal of a proposal does not prejudice the right of a Proposer to submit another proposal by the Proposal Submission Deadline. After the Proposal Submission Deadline, a proposal may be withdrawn only if WCW fails to award the Agreement within the proposal validity period prescribed above in Section 5.6, Validity of Proposals, or any agreed-upon extension thereof. WCW reserves the right to negotiate with any individual(s) or qualified firm(s), to request revised proposals, to visit the Proposers sites, to interview or not, or to request best and final offers (BAFOs), if it is in the best interest of WCW to do so. During this step, the Committee will evaluate Financial Statements and Audit Reports submitted by Proposers in the competitive range. Upon completion of this step in the selection process, the Committee will re-rank the firm(s) remaining in the competitive range, in accordance with the evaluation criteria set forth above. WCW also reserves the right to further reduce the competitive range at any time during this step of the evaluation and selection process and WCW may hold simultaneous discussions with those Proposers that remain in the competitive range. Proposers who are no longer in the competitive range, and will therefore not continue to the final step of the selection and evaluation process, will be notified as soon as it is practicable. The Committee will make a recommendation of award of contract, if any, to WCWs Board of Directors, or designee. All Proposers will be notified of the recommended award in writing. No Agreement will be in force until a written authorization to proceed is issued by WCW. The successful Proposer, to whom award is made, must execute a written Contract on WCWs provided form as set forth in Attachment A, Sample Agreement, within 15 calendar days after Proposer receives the form of Agreement for execution. WCW reserves the right to cancel the procurement in whole or in part, at its sole discretion, at any time before the Agreement is fully executed and approved on behalf of WCW. This RFP does not commit WCW to award an Agreement, to pay any costs incurred in the preparation of the proposal for this request, or to procure or contract for the Services. WCW reserves the right to modify or cancel in whole or in part this RFP, to reject any and all proposals, to accept the proposal it considers most favorable to WCWs interest in its sole discretion, and to waive irregularities or informalities in any proposal or in the proposal procedures. WCW further reserves the right to reject all proposals and seek new proposals when WCW considers such procedure to be in its best interest. If there is any evidence indicating that two or more Proposers are in collusion to restrict competition or are otherwise engaged in anti-competitive practices, the proposals of all such Proposers shall be rejected, and such evidence may be a cause for disqualification of the participants in any future solicitations undertaken by WCW. The method of contractor selection has not been determined at this time
