Site work and new construction of an educational facility in Nanaimo, British Columbia. Completed plans call for the construction of a 102,763-square-foot, nine-story above grade, 266-bed educational facility; for site work for a educational facility; and educational facility.
The purpose of this Negotiated Request for Proposal is to solicit proposals from prospective construction management firms with a successful track record of providing Construction Management At-Risk Services for the fast-track delivery of VIU’s new student housing building (the “Construction Manager At-Risk”). VIU requires Construction Management At-Risk Services for the design, construction, and occupancy of VIU’s new student housing building on the main Nanaimo campus. The new student housing building (the “Project”) entails a new, nine storey, 9,547m2 (102,763 ft2), 266 bed Mass Timber facility including a student lounge, kitchen and amenity spaces, a commercial dining hall with seating capacity for 200, Student Housing Office and public realm improvements all designed and built to LEED Gold standard (not certified) and BC Energy Step Code 4 requirements including expansion of VIU’s existing geo-exchange District Energy System (DES). The project construction budget is $63.149 million (includes $3.9 million for DES development and expansion). The current approved schedule targets a May 2025 Substantial Performance date for student occupation in August 2025. For the purposes of responding to this NRFP, please refer to Appendix 7 for the updated schedule milestones. VIU’s vision is for a new student housing building that will add 266 beds to its existing housing precinct and operations on their main campus. Defining features of the Project include: A new nine storey building comprised of a two-storey concrete podium plus seven storey Mass Timber structure for a 9,547m2 (102,763 ft2 ) gross floor area facility Rick Hansen Foundation Accessibility Gold certification Building performance targets include: Energy Step Code 4 compliance, 50% Greenhouse Gas Reduction (relative to LEED Gold), LEED Gold standard and Zero Carbon standard Incrementally adding 266 beds to VIU’s existing complement of 536 beds. Room mix includes: 252 one bed semi-suites with shared washroom; 7 one bed accessible suites with private washroom (Rick Hansen Foundation Accessibility Certification compliant); and 7 one bed suites with private washroom for resident advisors A student lounge, kitchen, and amenity spaces to support a strong living-learning community Dining hall space inclusive of commercial kitchen, servery, back of house and loading dock with seating capacity of 200 to provide an estimated 850 – 900 meals pers day for first year students on mandatory meal plan A student housing office to realize a new, highly visible and welcoming front door to housing operations for students A new Geo-exchange DES, connected to the existing flooded coal mine system beneath the Nanaimo Campus to maximize energy savings and decarbonization The establishment of a formal gateway to VIU’s student housing with improvements to public realm to strengthen the connection to the academic campus while improving pedestrian safety, and universal access for all, including those with disabilities, impairments, injuries, or those who may need access with equipment, such as strollers, catering carts, service trollies, etc.
