The work to be done consists of the furnishing of all labor, material, equipment and performance of all work for the construction of the project located at Wheeling, West Virginia. The general layout of the project work is shown on the plans. The contractor shall furnish all labor, superintendence, materials, plant, power, light, heat, fuel, water, tools, appliances, equipment, supplies and other means of construction necessary or proper for performing and completing the work. He shall obtain and pay for all required permits and shall protect the work during construction. He shall perform and complete the work in the manner best calculated to promote rapid construction consistent with safety of life and property and to the satisfaction of the Engineer and the City and in strict accordance with the contract documents.
