Renovation of a mixed-use development in Orlando, Florida. Working plans call for the renovation of a 150,000-square-foot medical facility.
A. Design-Build (DB): as defined by the Department of Veterans Affairs (DVA) is the procurement by the Government, under one contract, with one firm (which may be a joint venture) for both design and construction services on a specific project. B. Contracting Officer (CO): The services to be performed under this contract are subject to the general supervision, direction, control and approval of the Contracting Officer. C. Project Manager (PM)/Contracting Officers Representative (COR): The Contracting Officer's representative responsible for administering contracts under the immediate direction of the Contracting Officer. D. Design Build Contract: This term, as used herein, refers to the Contract(s) to perform the design and construction of the project. E. Contractor: This term, as used herein, refers to the contractor under this contract. F. A/E: This term, as used herein, refers to the Architect-Engineer firm(s) that are a part of the DB team, also referred to as DB A/E. G. Design-Build Team A/E: This term, as used herein, to refer to the entire Design-Build Team (Contractor, A/E and any sub-contractors) all inclusive. H.Pre-Construction Risk Assessment (PRCA): Used to identify potential risks associated with the renovation, construction and some maintenance & repair activities and to develop risk mitigation strategies to minimize these risks. Prior to beginning work this assessment will be completed. I. Interim Life Safety Measures (ILSM): Measures that are instituted to compensate for significant hazards posed by existing life safety (fire) code deficiencies or construction/renovation activities. J. Request for Proposal (RFP): Is a solicitation made, often through a bidding process, by an agency or company interested in procurement of a commodity or service, to potential suppliers to submit proposals. K. Certified Independent Third-Party Safety Professional (CITP): Certified Independent Third-Party Safety Professional for the review of the design documents for compliance with national and local codes, standards, federal and state regulations. L. National Fire Protection Association (NFPA): The world's leading advocate of fire prevention and an authoritative source on public safety, NFPA develops, publishes, and disseminates codes and standards intended to minimize the possibility and effects of fire and other risks. M.The Joint Commission (TJC): Formerly the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and previous to that the Joint Commission on Accreditation of Hospitals (JCAH). The Joint Commission provides evaluation, accreditation and disease-specific certification programs for healthcare facilities. N. Competent Person (CP): One who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them. II. SCOPE OF WORK: General Requirements: Provide all Design-Build services including labor, materials, tools and equipment as necessary to construct the project described below and other specific tasks as further defined by this RFP. All proposals are to provide construction services for this project. The contractor shall be a State of Florida Certified/licensed General Contractor. A. Project Overview: This project will provide demolition and replacement of roof protection systems for Viera Outpatient Clinic. Project requirements at indicated locations must address and correct related FCAs deficiencies. a) Replace Modify Bitumen Roof Systems of the Main Clinic (Bldgs 1FT and 2FT) (1)The contractor shall replace the existing granule surfaced, modified bitumen roof system with new torch grade modified bitumen system. Work tasks include, but not limited to, demolition of existing system, cleaning and repair of all penetrations and potential leak points and application of new roof protection system per industry standards and all other applicable VA and code guidelines. This roof is approximately 150,000 SF. (2)All roof surfaces are included within this scope except the atrium roof as this was recently completed. (3)All work must be completed during nights and weekends to not disturb daily operations. (4)Contractor shall protect air intakes from the materials off-gassing. Every effort shall be made to protect the building occupants from odors and gasses from the roofing system removal or installations. (5)Contractor will ensure seamless integration of new roofing system with existing HVAC Rooftop Units (RTUs) roofing material and slopes and ensure adequate slope for drainage as required. (6)The contractor is responsible for ensuring proper slope of the new roof system drains towards existing roof drains, scuppers and away from walls and eliminate ponding as per code. (7)The contractor shall add cant strips to all areas where the vertical and horizontal surfaces have an angular deviation of 90 degrees (e.g. base of parapet walls). Angular deviations less than or greater than 90 degrees will not be included (e.g. RTU roof curbs) (8)Utilizing a tapered insulation system must be added if slope is needed. (9)Average R valve must minimally meet the latest TIL requirements. If the R value does not meet the minimal requirement and the slope of the roof is achieved, a roof coating maybe considered to help augment this value. (10) Walk pads should be added to all roof-top-units and roof mounted exhaust fans. (11) Roof penetrations such as screen walls, supporting Unistrut and anything extruding through the roof such as vent stacks shall include M-curb pitch pocket type system for additional protection. (12) Roof system shall include a 10-year NDL warranty and certification from the manufacture of the selected material. (13) Pull tests shall be performed to achieve the most stringent requirement per the TIL, applicable building codes and/or manufacture's specification. (14) The new roof shall include safety set-back markings near roof edges. (15) The contractor shall provide all new flashing and metal coping caps to match existing design. (16) The contractor shall remove and replace existing roof drains to restore drains to original size. Drain inserts will not be permitted. (FCA 313310) (17) The contractor must ensure roof drains are properly attached to the decking and appropriately coupled to the drain leaders below the roof deck. (18) Roof drain grates shall be replaced for new with compatible covers that properly fasten/seat into existing roof drain openings. (19) All Roof Top Units condensate piping must be reinstalled or replaced as required to ensure proper P-trap sizing, placement, and length of drain line reaches adjacent roof drains with adequate slop to allow the condensate to flow directly into the roof drains. Modification to roof drain grate (covers) should be made if necessary to properly achieve this. (20) The contractor shall provide all new adjustable pipe supports for condensate drain lines (only PVC lines) applicable for the new roof system, pipe size, pipe weight, local wind code and have the proper amount of adjustment range necessary to allow proper water flow into the roof drains. (21) Pipe support selection must be made of materials safe for the roof surface and not have rust promoting materials in direct contact with the roof surface. (22) The contractor shall replace and recertify the lightning protection system beginning at the grounding rod. The contractor shall ensure the lightning protection system meets UL certifications per code. The protection system must have an active temporary system in place throughout the project. Testing and certification must be turned over during project closeout. (23) Contractor shall perform corrosion control to the structural steel and support systems of an adject covered storage pad and canopy area of approximately 7000 ft/sq .and apply new, marine grade rust inhibitive primer, outer and finish paint system as required.to match existing facility appearance. Contractor shall also repair or replace any damaged underroof insulation as required. (24) Work shall be phased as required and shall not impact normal operations of the Clinic. 1. Tasks shall consist of but not be limited to Design Period and Construction Period Services for the "Replace Viera Roof" project. Architect/Engineer shall provide all necessary design services required to ensure that the general intention of the Government is fully satisfied. 2. Working drawings and specifications shall be complete in every respect, inclusive of all engineering disciplines with all pertinent information necessary to secure a contract award via competitive bidding or negotiated contract without complications. Working drawings and cost estimate prepared by the A/E shall have consistent relationship and shall have separate breakout of deductive alternates. Working drawings shall facilitate ease in contractor's cost proposal and evaluation of cost proposal by VA Engineering. 3. Drawings and specifications shall be stamped by registered Architect and/or Engineering disciplines involved in this work, excluding none. P 4. Architect/Engineer shall be responsive to the VA, be the advisor to the Government, work in Government's interest, and fully satisfy the design criteria as set forth by the VA. 5. Construction Cost Limitation (CCL) is between $2,000.000 and $5,000,000. In the event the project is increased as approved by the Contracting Officer, A/E fees shall all be increased via negotiated supplemental agreement. Bid deducts could possibly include the Covered Walked Way, Warehouse, CEP (BLDG 502) or any combination of the 3 buildings if necessary. III. SCHEDULING, PHASING, AND WORKING HOURS: A. All work hours MUST be coordinated with the project's COR. All work shall be performed during WHEN hours (Weekends, Holidays, Evenings and Nights) so as not to interfere with normal Hospital functions. However, some VA areas may be conducive to work being completed DURING normal business hours (7:00 am to 5:00 pm, Monday through Friday). All requests for work during normal business hours must be requested by the Contractor at least 14 calendar days in advance. Additionally, construction shall be performed (scheduled and phased) to ensure that exterior egress/ingress areas are completely operational by normal business hours the following workday. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
