Qualifications for firms providing Professional Engineering/design services will be accepted by the Whitman County Public Works Department for work on upcoming projects. The County will select one or more qualified firms to provide professional engineering support services and related design/construction activities associated with road projects. Work may range from major road reconstructions to minor road or road materials supply and design assistance. Desired services may include the following support services: planning - preliminary engineering - final design - and construction engineering. The County will review SOQs according to specific criteria contained within full request (obtained from Public Works). Qualified firms will be ranked by a selection committee. A contract will be awarded to the most qualified firm or firms whose proposal is deemed most advantageous to the County considering all related factors. More than one firm may be selected to provide services - if it is deemed in the County's best interest. Proposals that are deemed incomplete by the selection committee will not be considered. Whitman County reserves the right to reject any and all responses deemed unqualified - unsatisfactory - inappropriate or incomplete. Proposals become the property of Whitman County. The County is not responsible for paying costs associated with preparing a proposal. Upcoming projects for which consultant design services may be considered - but not limited to - include: Hume Road - Pullman Airport Road - various road materials crushing projects - various road overlay/chipseal projects. If the requirements are not followed - the submittal will be deemed non-responsive. Whitman County in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252 - 42 U.S.C. 2000d to 2000d-4) and the Regulations - hereby notifies all responders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement - disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race - color or national origin in consideration for an award.
