Site work and paving for a sidewalk / parking lot in Washington, District of Columbia. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

QUESTIONS Questions concerning this procurement shall be submitted by e-mail to the Contracting Officer: Mr. Rick Savelli at Rick.Savelli@nrl.navy.mil. All solicitation and technical questions must be received no later than 18 November 2022 12:00 PM EST to allow for adequate time to answer all questions. Answers to questions shall be provided to all potential offerors. Offerors are instructed specifically to contact only the solicitation Contracting Officer in connection with any aspect of this requirement (with the exception of site visit related questions - see Site Visit (Construction) above for instructions) prior to contract award. In accordance with FAR 52.204-22, alternative line items structures that best reflect the Offeror's practices and proposed items may be submitted. SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK The contractor shall provide the necessary personnel, material, and equipment to perform the work as detailed in the SOW and associated Attachments found at Section J. SECTION D - PACKAGING AND MARKING Section not used. SECTION E - INSPECTION AND ACCEPTANCE Inspection shall be performed in accordance with FAR 52.246-12 - Inspection of Construction (AUG 1996) and SOW Section D, Subparagraph O. SECTION F - DELIVERIES OR PERFORMANCE Performance shall be conducted in accordance with FAR 52.211-10 - Commencement, Prosecution, and Completion of Work (APR 1984). The Contractor shall be required to (a) commence work under this contract within thirty (30) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than forty-five (45) calendar days after the contractor receives the order/award. The time stated for completion shall include final cleanup of the premises. SECTION G - CONTRACT ADMINISTRATION DATA G-1 TYPE OF CONTRACT (52.216-1) (APR 1984) The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation. G-2 ACCOUNTING AND APPROPRIATION DATA To be provided at award. SOLICITATION NO. N0017323Q0527 4 G-3 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (252.232-7006) (DEC 2018) (a) Definitions. As used in this clause-- "Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization. "Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). "Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system. "Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports Site Visit (Construction) (52.236-27) (FEB 1995) - Alternate I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for 16 November 2022 between the hours of 11:00 AM - 1:00 PM EST. (c) Participants should be badged and ready for the site visit to commence promptly at 11:00 AM EST at the following location: SOLICITATION NO. N0017323Q0527 12 NRL Visitor Center (Bldg. 72) 4555 Overlook Ave. S.W. Washington, D.C. (d) Site visit participants will be required to complete SECNAV Form 5512 set forth as Attachment C and the NRL Visitor Access Request List set forth as Attachment F in Section J. Since these documents will contain Personally Identifiable Information (PII), prior to submission, participants will email the following address to request an encrypted DOD SAFE Drop-off link: rdsd_badge@nrl.navy.mil no later than 10 November 2022 12:00 PM EST. All documents must then be uploaded via the DOD SAFE Dropoff link no later than 14 November 2022 10:00 AM EST. Failure to follow this process may result in delayed security processing/badging and render participants ineligible from attending the site visit MAGNITUDE OF PROJECT The estimated cost of this proposed construction project is less than $30,000
