The scope of work includes the replacement of playground, basketball equipment and site furniture, rubber safety surfacing and site restoration along with associated removals. Alternate will include basketball sports-coating surface. Bids shall be made on the Proposal forms furnished with the Specifications, and must be accompanied by a Bid Bond acceptable by the PCHA, in the amount of not less than 5% of the total amount of the Bid. Bidders who submit certified checks must accompany them with a Consent of Surety from a recognized Bonding Company. Checks shall be made payable to the Port Chester Housing Authority, New York and are to be held by Port Chester Housing Authority as a guarantee for the proper execution and delivery of the Contract and bonds to secure the faithful performance thereof. In default of such execution and delivery of Contract and Bonds, the amount of the deposit represented by the check shall be forfeited and retained by the Port Chester Housing Authority, as liquidated damages. Proposals shall be enclosed in a sealed envelope bearing the name and address of the Bidder, addressed to the Port Chester Housing Authority, New York and endorsed "TRAVERSE AVENUE PLAYGROUND AND BASKETBALL COURT IMPROVEMENTS, Port Chester Housing Authority, New York." The Port Chester Housing Authority reserves the right to reject any and all Bids, to waive any informality in any Bid, and to award the Contract to other than the lowest Bidder if deemed in the best interest of the PCHA to do so. Federal funds are utilized on this project and are subject to all the applicable requirements of the U.S. Department of Housing and Urban Development.
