All bids must be quoted in Canadian dollars. The Village General Manager will review proposals to ensure that they meet the guidelines and mandatory criteria. Compliant proposals that meet all of the mandatory criteria will then be evaluated and scored by an evaluation committee. Evaluation will be based on experience and price. The evaluation grid is included in the tender documents. Committee members must agree on a set of final scores and comments for each submission. A recommendation will be submitted to City Council. The contract will be awarded by way of resolution. In order to respect the integrity of the evaluation process, the amounts of the bids will not be revealed during the counting. ADDENDUM The Village of St-Isidore reserves the right, if necessary, to explain, modify or complete the tender documents already in circulation before the deadline for receipt of tenders and, if necessary, to modify the deadline for receipt of tenders by means of addenda. Neither the lowest nor any tender will necessarily be accepted and any tender received after the date and time indicated will be rejected. The Village of St-Isidore shall have no obligation in any way whatsoever towards a bidder until a contract is duly signed in relation to a proposal approved by resolution. All terms and conditions of this RFQ shall be deemed to have been accepted by the Bidder and incorporated into its Proposal. Bidders who have received the request electronically should not modify the document in any way except to add the requested information. In the event that the Bidder makes changes to the documents, only the version published through the RPANB submission system will be recognized as the official version. All documents, including proposals, submitted become the property of the Village of St-Isidore and will not be returned to sender. By submitting a proposal, the bidder agrees that the information provided may be communicated. Proposals will be received and kept confidential by the Village of St-Isidore, in accordance with the provisions of the Right to Information and Protection of Privacy Act (RDIPPA) of New Brunswick.
