Renovation of a library in Carlisle, Massachusetts. Completed plans call for the renovation of a library.

Partial Roof Replacement and Associated Work at the Gleason Public Library A Payment Bond and a Performance Bond in the amount of one hundred percent (100%) of the contract price will be required. Bids shall be accompanied by a bid deposit in acceptable form as outlined in the specifications in the amount of five percent (5%) of the bid made payable to the Town of Carlisle. Addenda, if issued, will be posted to www.biddocsonline.com accompanied by e-mail notification to every individual or firm on record as having received a set of Contract Documents. Hard copies of addenda will not be mailed or faxed. It shall be the sole responsibility of the Contractor to ascertain the existence of any and all addenda, whether or not the addenda is presented, or received by the Bidder. All bids for this project are subject to applicable bidding laws of Massachusetts, including MGL Ch. 149, s.44A through 44H and all amendments and all guidelines established by the Deputy Commissioner of the Division of Capital Asset Management and Maintenance regulation 810 C.M.R. 4.00. All work on this project must meet the requirements of all applicable state and local codes, laws and ordinances, as well as the requirements of the Specifications. Contractors shall schedule work, material deliveries and provide protection as required to cause as little interference as possible with the Owner's normal use of the building. Sections 29, 34, 34A and 44A through 44J of Chapter 149 of the General Laws of the Commonwealth of Massachusetts are incorporated herein by reference, as well as Sections 39F through 39P of Chapter 30 of the General Laws of the Commonwealth of Massachusetts and all other provisions of the General Laws applicable to public construction on this Project. Any inconsistency between the Invitation to Bid, Information for Bidders, Bid Forms, Conditions or any other Contract Documents or potential Contract Document and these statutes, or any other applicable statutes, by-laws or regulations existing on the date on which a bid is submitted, shall not be grounds for invalidating the bidding procedure, but where required by law, such statute, by-law or regulation shall be deemed to govern. Bidders are required to comply with the minimum wage schedule as set by the Department of Labor and Workforce Development (MGL Ch. 149, Sec. 26 to 27D inclusive of all amendments) and included in the bid documents. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. The Town of Carlisle reserves the right to waive any informalities or irregularities in the bids received, or to reject any and all bids, or to accept proposals deemed to be in the best interest of the Town. No bidder may withdraw its bid for thirty days after the bid opening. Base Bid Construction Estimate Value: $307,900.00 MBE (15.3%), WBE (6.9%) A. Supply all necessary chutes, disposal facilities, transportation, and labor necessary to dispose of all demolished materials, dirt, and debris off-site in a legal dumping area. Each Contractor or sub-contractor shall obtain all permits necessary to transport and dispose of all materials, rubbish, and debris impacted by their scope of work. B. Supply all shoring and protection necessary to protect the building areas, building system, and landscape areas. C. Provide and maintain temporary protection of all building components designated to remain or new components installed throughout the duration of construction. D. Coordinate the scheduling and completion of all Work with the Owner for interior access. E. Submit replacement slate shingles, asphalt shingles and sheet metal shingles for approval by the local Historic Commission. Attend one (1) evening meeting at the Carlisle Town Hall to review material selection and receive approval. Should all samples not be provided, and to the satisfaction to the Commission, additional meetings will be required at no additional cost to the Owner. Materials will require the local Historic Commission's approval prior to ordering. F. Remove existing EPDM roof membrane, asphalt shingles, insulation, felt underlayments, sheet metal flashings, and deteriorated wood blocking down to the roof decks. Clear surfaces of debris by sweeping and vacuuming methods as required G. Remove and reinstall existing slate shingles as required to install new roof components. Contractor shall carry the replacement of twenty (20) slate shingles as a result of breakage during the operations, and an additional Unit Price quantity as presented in Section 012200 - Unit Prices. H. Install new throughwall flashings at the base of the brick masonry rising wall as indicated in the Contract Drawings. Tie in new throughwall flashing into the existing step flashings. Coordinate with Section 042100 - Masonry. I. Remove and replace EIFs as indicated in the Contract Documents. Coat sections of repaired EIFS and existing EIFS to remain. Coordinate with Section 072400 - Exterior Insulation and Finish System (EIFS). J. Remove and replace wall expansion joint sealants at locations designated in the Contract Drawings. K. Existing fan units will be abandoned, disconnected, and capped under a separate contract. Roofing Contractor to demolish curb/cap and infill metal roof decking as indicated in the Contract Documents. Coordinate with Section 053100 - Metal Deck Repair and Replacement. L. Perform miscellaneous metal roof deck repairs under the Unit Price scope of work. Coordinate with Section 012200 - Unit Prices and Section 053100 - Metal Deck Repair and Replacement. M. Replace deteriorated wood blocking designated to remain under the Unit Price scope of work. Reuse and re-secure wood blocking where it is found to be in satisfactory condition. Coordinate with Section 012200 - Unit Prices and Section 061000 - Rough Carpentry. N. Replace deteriorated plywood sheathing designated to remain under the Unit Price scope of work. Coordinate with Section 012200 - Unit Prices and Section 061000 - Rough Carpentry. O. Remove, store, modify and reinstall existing rake boards at slate locations to accommodate new throughwall flashing and shingle roof renovations. P. Remove designated sheet metal flashings at roof perimeters, roof penetrations, and where indicated on the Contract Drawings. Q. Remove and replace the gutters and downspouts as indicated in the Contract Drawings. Coordinate tie-in and transitions with existing components to remain on not in contract roofs. R. Resecure existing gutters and downspout on not in contract roofs as indicated in the Contract Drawings. S. Install new wood blocking at roof perimeters and roof penetrations to accommodate the final height(s) of the new roof insulation. Coordinate with Section 061000 - Rough Carpentry. T. Install new low-slope roofing system at designated roof areas which will consisting of a mechanically attached baseboard, adhered vapor retarder, adhered tapered insulation, adhered coverboard, and adhered thermoplastic roof membrane atop the existing metal roof deck. New roof system installation shall include all associated flashing systems. Coordinate with Section 075400 - Thermoplastic MembraneRoofing. U. Install new asphalt shingles, underlayment systems, including all associated flashing systems, roof ventilation, and related-components at designated roof areas. V. Provide flashings for all pipe penetrations and equipment as detailed on the Contract Drawings. Coordinate with Section 075400 - Thermoplastic Membrane Roofing. W. Pre-clean the subgrade drainage system prior to performing any roof renovations and notify the Owner of any obstructions. Upon completion of the roof installation and prior to connecting the downspouts, clean the drainage system to provide a freeflowing system. Coordinate with Section 076200 - Sheet Metal Flashing. X. Temporarily raise the existing roof top fan unit to accommodate the new insulation height. The existing fan unit is anticipated to be removed and disposed of under separate contract to accommodate the roof top unit replacement. The contractor will coordinate the removal of the unit with the Owner's representative and infill the deck and provide permanent roofing and insulation systems. Y. The existing roof top unit is designated to be removed and replaced under separate contract. The contractor shall provide temporary flashings to complete the roof system. Upon availability of the RTU, the contractor will coordinate with the Owner's representative to provide permanent roofing and flashing systems to complete the project. Z. Remove and replace existing door leaf and frame to raise the door threshold to accommodate the new tapered insulation system and to provide an eight inch (8") minimum flashing height as indicated in the Contract Drawings. Install new door leaf and frame sized to accommodate the reduced door opening.
