The Division of Contracts and Procurement is soliciting bids in behalf of Salt Lake County Engineering/Flood Control to supply and deliver loose riprap or rock lining materials for stream bank stabilization at various locations within Salt Lake County. The supplied riprap shall consist of quarry stone which is sound and durable against disintegration under conditions to be met in handling and placing and is hard and tenacious and otherwise of suitable quality to ensure permanency in the specified kind of work. Concrete masonry or concrete pavement may not be used for riprap. Product and delivery may be required anytime 24/7 365-days per year including Weekends and Holidays. The CONTRACTOR shall be responsible for obtaining (by selective mining, crushing, screening, or some other method) loose riprap that will meet the specified material requirements. There will not be a pre-bid meeting for this solicitation. The contract resulting from this solicitation will become effective on the date of execution with a five (5) year term. The County reserves the right to review the contract on a regular basis regarding performance and cost analysis and may negotiate price and service elements during the term of the contract. No minimum or maximum quantity or purchases under this contract can be specified. For information purposes only and not as a guarantee of usage by the County, approximate annual amount under this contract may be $25,000. The goods and services for the resulting contract(s) may be needed in the event of a natural disaster. Pricing should include all delivery charges during normal business hours defined as M-F 7 a.m. to 6 p.m. for any location within Salt Lake County and should be delivered within Six (6) hours or less of request during normal business hours and Ten (10) hours or less of a request for all times thereafter. Any additional after hours delivery fee should be defined in bid submission. Salt Lake County may award bids and contracts to suppliers through a preference system. Please refer to the preference attachment. Salt Lake County may reject any or all bids if it is deemed to be in the best interest of the County. The County reserves the right to award multiple contracts to the responsive, responsible bidders meeting specifications who bid the lowest overall cost to the County. Purchases will be made based upon the following criteria: County users are to review all awarded supplier price lists, scope of work document for available products and what is covered under this multiple award contract. Users should determine the best value to their organization by requesting detailed quotes from all awarded suppliers. Submission of a partial listing of items on the bid schedule sample list may result in your bid being deemed non-responsive as determined by the County. Prices stated must be firm for the initial Eighteen (18) Month term of the resulting contract(s). The vendor may issue a written request for price escalation at least 60 days prior to Contracts and Procurement and to Engineering/Flood Control, attn. Director. Price changes if allowed may be made by amendment By the County Attorney. Price increases shall not exceed 3% from the prior contract period. The request must include detailed documentation explaining and supporting the price change request. Price decreases shall be passed on to the County immediately. The County will be given the immediate benefit of any decrease in the market, or allowable discount. The County has the right to correct an incorrect invoice before paying. An annual inspection of the riprap will take place between April and June each year. The purpose for this inspection will be to make sure the supplied riprap will consist of quarry stone which is sound and durable against disintegration under conditions to be met in handling and placing and is hard and tenacious and otherwise of suitable quality to ensure permanency in the specified kind of work. Any riprap not meeting these specifications may be rejected. Question Submission Close Date 11/17/2022 12:00 PM MST
