The City of Shoreline, Washington is soliciting a statement of qualifications (SOQ) from individuals or firms interested in collaborating with the City to create a Surface Water Master Plan Update. Primary Objectives The purpose of the Surface Water Master Plan Update Project (SWMP Update) is to identify, prioritize, and plan for meeting present and future Surface Water Management needs within the City of Shoreline. The core planning period for the SWMP Update is a six-year span starting in 2024 and ending in 2029, with significant consideration given to longer term planning periods where applicable. The primary objectives of the SWMP Update are: o Alignment with previous and other ongoing City planning efforts o Regulatory compliance, including 2024-2029 reissuance of the Western Washington Phase II Municipal Stormwater Permit (Phase II Permit) o Stormwater system planning, with focus on redevelopment hot spots o Surface Water capital improvement program (CIP) planning o Surface Water-related policy discussion and updates o Outreach to share information and gather feedback from stakeholders o Levels of Service and Performance Measures discussion and updates, including assessing resource needs for Surface Water Management programs, projects, and staffing o Financial planning and Surface Water Management (SWM) Fee Rate Study to fund selected strategy to provide desired level of service. o Create a plan document that includes all analysis, results, recommendations, implementation planning, and Surface Water planning elements as needed for the City's Comprehensive Plan Update Intent to Award By December 26, 2022 Contract Review and Approval By February 6, 2023 Issue Notice to Proceed By February 13, 2023 Questions related to this solicitation may be directed to John Featherstone, Surface Water Utility Manager, jfeatherstone@shorelinewa.gov.
